Medway Public Health is looking for someone who enjoys working in partnership with others to achieve shared goals and has a keen eye for detail when gathering drug intelligence and information.

You will join an established and highly productive team who understand the benefits of collaborative working across organisational boundaries and disciplines. The team have a ‘can do’ attitude who put the needs of the service users frontmost. Importantly the team like working together and respect other’s expertise.

You will be required to design and manage projects that improve health and reduce inequalities for people impacted by substance use. This includes collating and using data to inform decision making, planning, and evaluation, and can be pulled into reports and/or presentations suitable for senior management.

Collaboration is central to good project outcomes, and you will be required to work closely with partners and supporting the implementation of recommendations into practice. To do this, you will need to be relational and understand competing priorities commissioners and stakeholders face. You will also need to influence stakeholders and organisations to increase engagement with health and wellbeing, ill health prevention and health inequalities.

We are looking for someone who can work with minimal supervision and motivated in working independently, but with a good balance of working together with colleagues to jointly deliver projects that feed into local priorities. These priorities include, the Combatting Drugs Partnership, the Statement of Alcohol Licencing, and learning from drug and alcohol related deaths.

You will supervise others using a supportive and inclusive leadership style, enabling team members to develop, perform and feel valued in their roles, and holding them to account for their actions.

Knowledge:

  • An understanding of designing and managing projects to improve health and reduce inequalities.
  • Demonstrate an understanding of the organisation’s priorities. (full score for CDP, SM, Licensing, SAR or DRD knowledge evidenced)

Skills:

  • Collate and analyse data to produce intelligence that informs decision making, planning, implementation, performance monitoring and evaluation.
  • Demonstrable experience of supervising others, with the ability to provide direction, empower people to achieve objectives, and be accountable for team members’ actions.

Experience:

  • Experience of analysis and report writing to a standard appropriate for senior management.
  • Experience of influencing and coordinating other organisations and agencies to increase their engagement with health and wellbeing, ill health prevention and health inequalities.

Career Progression Frameworks (CPF) have been introduced for all roles at Medway Council. These frameworks provide a mechanism for employees to take ownership of their development within their post and be rewarded accordingly. The salary you will be offered will be at level A. There will be further opportunity once in post to progress from level A to B, and B to C.

The person specification of a job profile is split into three levels:

Level A details the essential criteria that all applicants must be able to demonstrate through their application and interview.

Level B details the developed competencies that an individual who is practised in this role would be able to demonstrate and will be a progression of knowledge, experience and skills from level A.

Level C requires the highest level of competence and applicants would need to fully meet and demonstrate all aspects of the job profile, including qualifications, knowledge, skills and experience.

We are seeking a Senior Public Health Officer (Reducing Substance Related Harms) to join the team at level A. This is the entry point of the role, so you will need to be able to demonstrate the relevant knowledge, experience and skills to get you started, but you will be supported to develop in your role through induction, probation and a supportive Performance Appraisal and Career Conversation. All elements of level A listed within the person specification are essential. Through your induction you will be introduced to the Career Progression Framework (CPF), which will help you to identify your areas of strength and any development needs.
