An exciting opportunity has arisen to lead and shape the delivery of Portsmouth’s traffic restrictions. The Senior Traffic Regulation Order (TRO) Officer plays a key role in delivering traffic management, parking and highway schemes by managing the full Traffic Regulation Order process from start to finish.

Your new role

The role is responsible for progressing Traffic Regulation Orders from initiation through to implementation, including drafting orders, managing statutory consultations, responding to objections, preparing reports, advising project teams, and ensuring compliance with legal and governance requirements. The postholder works closely with colleagues, elected members, residents, developers, contractors and statutory consultees, providing expert guidance on TRO processes and supporting the successful delivery of transport, parking and highway projects.

Who is the person summary:

You will be an experienced transport professional with a strong track record of delivering Traffic Regulation Orders (TROs) from inception through to implementation. With excellent knowledge of traffic regulation legislation, governance processes and industry best practice, you will be confident providing specialist advice, managing complex issues and ensuring projects are delivered compliantly and effectively.

Key skills and experience include:

• Significant experience drafting and delivering TROs and statutory highway consultations.
• Strong analytical and problem-solving skills, with the ability to manage objections, complaints and regulatory issues.
• Excellent communication skills, enabling you to explain technical information clearly to a wide range of audiences.
• Experience producing high-quality reports, legal documentation and formal correspondence.
• The ability to build positive relationships with colleagues, elected members, developers, residents and other stakeholders.
• Experience supporting, mentoring and developing junior team members, with confidence to provide guidance and leadership when required

Local Government Reorganisation (LGR)

As part of Local Government Reorganisation, current plans will see Portsmouth City Council combine with the district and borough councils of Fareham, Gosport and Havant and parts of East Hampshire and Winchester district councils to form a new, larger unitary authority for south east Hampshire.

We are working towards an implementation date of 1st April 2028, known as vesting day, subject to Parliamentary approval. Until then, we remain focused on maintaining continuity, supporting our workforce, and continuing to deliver excellent services to our residents throughout the transition to the new unitary authority.
