Shape the Future of One of Hertfordshire's Most Ambitious Parish Councils

Croxley Green Parish Council is seeking an exceptional Clerk to Council and Responsible Financial Officer (RFO) to lead a forward-thinking, financially strong and community-focused council at one of the most exciting points in its history.

This is much more than a traditional parish clerk role. Reporting directly to elected Members, you will be the Council's principal adviser, Proper Officer and Responsible Financial Officer, providing strategic leadership while managing the Council's services, finances, assets and dedicated staff team.

With ambitious plans for a new civic and community hub, significant woodland and community assets, and local government reorganisation creating new opportunities for parish councils, this is an opportunity to make a lasting impact on the future of Croxley Green.

About the Role

As Clerk and Responsible Financial Officer you will:

  • Lead the Council's strategic direction and day-to-day operations.
  • Act as the Council's Proper Officer, ensuring effective governance and compliance with statutory responsibilities.
  • Manage the Council's finances, including an annual budget of approximately £460,000 and reserves of around £900,000.
  • Lead and support a dedicated team of officers, promoting a positive, collaborative working culture.
  • Provide high-quality professional advice to councillors, enabling effective decision-making.
  • Develop strong relationships with residents, local organisations, principal authorities and external partners.
  • Oversee major projects, including the development of a new civic and community hub.
  • Manage the Council's assets, including its offices, depot, Weston Wood, Caius Wood and other community facilities.
  • Support the Council's work on planning, environmental stewardship, biodiversity, climate resilience and community engagement.
  • Ensure the Council continues to deliver high-quality services that make a real difference to residents.

About You

We're looking for an experienced leader who can combine strategic thinking with a practical, hands-on approach.

You will have:

  • Experience in local government, the public sector or a comparable environment.
  • Strong leadership and people management skills.
  • Experience of financial management, budgeting and governance.
  • Excellent communication and relationship-building skills.
  • The ability to work confidently with elected members, stakeholders and the wider community.
  • Experience of managing projects and organisational change.
  • Knowledge of local government governance and financial regulations (or the ability to develop this quickly).
  • A CiLCA qualification or a commitment to achieve it within two years (study support provided).

Previous experience as a Parish or Town Clerk, or in a senior local authority role, would be advantageous.
