You will also lead on Preparing for Adulthood pathways, working closely with Adult Social Care, health, education, and housing partners to ensure smooth and well-supported transitions. You will oversee the development and review of care packages, ensuring they are tailored, cost-effective, and meet assessed needs. As part of this, you will represent Children’s Services at the Multi-Agency Joint Funding Panel, contributing to decisions on complex packages of care requiring cross-agency collaboration. In line with the national social care reforms, you will play a key role in embedding early intervention, improving placement stability, and ensuring financial transparency and accountability in service delivery. As the Home Finding and Quality Assurance Manager, you will lead the strategic sourcing and brokerage of placements for children we care for, care leavers and children with SEND, ensuring high-quality, value-for-money provision that meets individual needs. This includes a range of placement types such as residential care, independent fostering agency (IFA) placements, parent and child placements, supported accommodation, and specialist education settings for children with SEND.
Wokingham Borough Council has launched a dedicated Home Finding and Placements team focused solely on supporting children and young people. This new, specialist service brings sharper focus, enhanced expertise, and personalised support to every child’s journey. Previously part of a combined adults and children’s service, the creation of this standalone team marks an exciting step forward, enabling us to design a truly child-centred approach from the ground up.

Key responsibilities:

<li>Lead the sourcing and matching of placements for children we care for and care leavers, including emergency, short-term, and long-term options.</li>
<li>Oversee the identification and commissioning of independent and non-maintained special schools for children with SEND and Alternative Provision.</li>
<li>Build and maintain strong relationships with local and regional providers to maximise local placement options</li>
<li>Implement and maintain a robust quality assurance framework to monitor placement quality, outcomes, and compliance.</li>
<li>Lead the development and maintenance of a comprehensive contracts register for all placements and service contracts.</li>
<li>Conduct comprehensive due diligence and quality assurance checks on all providers before making placement decisions.</li>
<li>Contribute to the development and delivery of the annual Sufficiency Strategy.</li>

Candidate requirements:

<li>Degree-level qualification in a relevant subject.</li>
<li>Experience of working in commissioning or support tasks (e/g/ monitoring quality, performance or evaluating costs)</li>
<li>Experience of identifying, developing, and delivering opportunities for improving a service</li>
<li>Experience in commissioning, placement sourcing, and contract management within children’s services.</li>
<li>Ability to negotiate, persuade and influence at all levels, including senior managers and partners</li>

Our day opportunities service spans over the whole of Redbridge Council and you will be working across all sites within Redbridge.
You will manage a fast paced and challenging community-based service, which supports vulnerable and disabled service users and their carers.&nbsp; You will have a proven track record of efficient management of a community-based day opportunities service, with extensive experience at adult social services managerial level.&nbsp;
You will have working experience of the philosophy for dynamic service provision, including promoting individual rights, independence, choices and inclusion. You will have specialised experience of providing creative services for people living with advanced dementia, physical and sensory disabilities, learning disabilities and mental health. This will include developing and managing community-based programmes of provision based on the findings of care act assessments, person centred plans and risk assessments. Central to this is to manage the delivery of, effective, efficient and value for money services, with particular emphasis on project delivery and income generation to support the councils&amp;© budgetary pressures.
You will be able to demonstrate experience of managing and developing a large team of Senior Community Support Workers, Community Support Workers and other staff.&nbsp; You will lead on consultation with service users, carers and families to ensure service provision is of a high standard and good outcomes are met.&nbsp; You will ensure person centred support plans and key working are in place and audit these.&nbsp; You will deliver on people&amp;©s aspirations of independence, including health and wellbeing outcomes, community outcomes, personal empowerment and development, wishes and to try new things.&nbsp;
You will also need to demonstrate experience of managing budgets and be responsible for management of budget of 100k and above.&nbsp; You will understand financial procedures and how to work within audit guidelines, recommendations and council policies and procedures.&nbsp; You will also have responsibility for management and development of income generation to the council.
