We are looking for a dynamic and detailed-orientated project manager to lead on digital projects that drive transformation and improvements. This could be by implementing new systems, replacing existing ones or just improving what we do now.
The role sits within our Technology &amp; Digital Service which also includes ICT, but we are not expecting you to be an out and out technologist as you will have support from the wider technical teams.
As an experienced project manager you will manage projects through their full life cycle from concept to completion – on time, within scope and to budget.

Contract Type: Permanent Directorate: Childrens Services<h4>About the team</h4>The School Age Statutory SEND Services was formed in 2024 as part of the councils "Making SEND Everyone’s Business Programme" and now consists of approx. 100 staff.Our service oversees the annual review of these EHCP’s and the associated casework that sits alongside this, including placement sourcing, funding allocations and engagement with parents/carers and education settings.<h4>About the role</h4>The post of Service Manager is responsible for half of the School Age Statutory SEND Service (East or West) with your counterpart responsible for the other half. The School Age Statutory SEND Service is responsible for 9,000+ (May 2025) children and young people with an Education, Health and Care Plan (EHCP) who are of statutory school age.A key post that acts as the link between operational managers and the strategic Head of Service, a role the Service Manager also deputises for. In this important role you will join the council’s Economic Growth team to programme manage and support an exciting portfolio of growth and regeneration programmes, such as the UK Shared Prosperity Fund (UKSPF), Nelson Town Deal and Colne Levelling Up, as well as support to local regeneration projects. You’ll be a key individual in developing investment plans for successive local growth programmes and will support our regeneration steering group in coordinating regeneration projects across the borough.
As Projects and Programmes Officer you will be responsible for providing day-to-day management of the UKSPF and key oversight of Town Deal and Levelling Up programmes, whilst developing an understanding of Pendle’s needs and requirements in order to support the development of future investment plans and their delivery. You will work with multiple service units, regularly engaging with senior council officers and key stakeholders helping us to deliver our plans.
As the delivery lead for a vital and busy programme of activity, you will scope, commission and deliver relevant projects and grants, allocate and monitor budgets and report on programme delivery and performance to central government and within the council.
The successful candidate will be a highly self-motivated and effective programme manager, experienced in managing multiple projects simultaneously, including the design and management of appropriate reporting and monitoring systems. You will be an excellent communicator and team player, confident working with stakeholders and politicians, and a self-starter able to take the initiative as and when required.

The Directorate is also responsible for regeneration (where the programme is not housing led), enterprise, growth, capital projects and design work.
<h2>About the team</h2>
The domestic decarbonisation team is responsible for delivering the Mayor’s objective to accelerate and upscale housing retrofit in London in partnership with London Councils. boroughs, housing associations and other key partners.&nbsp;A&nbsp;new joint endeavour of the GLA and London Councils, Warmer Homes London, has been established to accelerate the pace and scale of quality retrofit across the capital. The team will manage the first phase of the Warm Homes Local Grant programme before it transitions into Warmer Homes London in 2026.
<h2>About the role</h2>
We are looking for someone who is enthusiastic, organised and highly motivated, ideally with expertise in supporting programmes. You will have excellent written and oral communication skills, a well-informed and creative approach to problem-solving, the ability to operate in a busy and complex political environment and experience of working collaboratively with a range of stakeholders.&nbsp;
The postholder will work on the delivery of major environment projects, or a portfolio of projects (where the project includes significant environmental components), in order to achieve desired outputs within agree timeframes, within budget, to specification and operational standards.&nbsp;

We are seeking a highly competent and motivated individual to support the Council with energy and environmental improvements. The role will involve the development of standard specifications for maintenance works to include consideration of utility saving measures, policy/process mapping development, review of upcoming legislation to assess risks against asset portfolio and supporting work on Climate related projects to help the Council meet Net Zero Targets. It will require the post holder to provide technical advice and support on energy, water and climate issues to Council stakeholders.&nbsp;You will need to be aware of all applicable legislation, strategies and policies.
You will be part of a dynamic team that manage the Council’s utility portfolio and lead on the Council’s response to the Climate Emergency. This post will involve supporting the team leader (EEMS Utilities and Climate Officer) in the delivery of the team plan, as well as liaising with the other project officers. The role will involve working directly with stakeholders across the Council and so a friendly and professional approach is required.
Core duties will include providing appropriate technical advice, assessment and management of data, production of reports, writing of funding bids, project development and delivery. A good level of knowledge of utility and environmental/climate initiatives would be required. The individual in post will be expected to be able to manage their time effectively. Attention to detail, with a through and meticulous approach is also required. In addition, the post requires a variety of skills and experience as set out in the job description and person specification.
Training and support will be provided on an ongoing basis to ensure the post holder is supported to thrive in this position. The post will be based at Magdalen House in Bootle with an element of home working, the frequency of which can be discussed with team managers.
