Help shape the future of Woking

Woking is preparing a new Local Plan with infrastructure at its heart. We are seeking an enthusiastic and motivated Community Infrastructure Levy and Planning Benefits Officer to play a key role in securing and managing developer contributions that help deliver sustainable growth across the borough.

This is an exciting opportunity to work at the centre of planning, infrastructure delivery and place-making, ensuring that development contributes positively to local communities through the effective administration of the Community Infrastructure Levy (CIL) and planning obligations.

About the role

You will be responsible for the day-to-day administration of CIL and planning obligations, ensuring that developer contributions are collected, monitored and reported accurately. Working closely with planning officers, developers, legal team and infrastructure providers, you will help maximise the benefits that development brings to Woking’s communities.

Key responsibilities will include:

· Administering the CIL process from commencement notices through to collection and enforcement

· Monitoring Section 106 agreements and associated financial contributions

· Maintaining accurate records and our database (Exacom) of developer contributions

· Prepare reports on CIL income, expenditure and planning obligations

· Supporting the allocation and monitoring of neighbourhood and local infrastructure funding

· Providing advice to applicants, agents, councillors and residents on CIL and planning obligations

· Assisting with the preparation of evidence and monitoring information for planning policy and infrastructure planning work

· Contribute to wider planning, infrastructure and place-making work as required by the service.

About you

We are seeking an organised and motivated professional, preferably with some experience of working in planning, infrastructure funding, developer contributions, local government or a related environment. Knowledge of the statutory and procedural framework for Community Infrastructure Levy and Section 106 planning obligations would be

beneficial as would strong administrative and organisational skills. You must have the ability to manage detailed information accurately and meet deadlines.

Good numerical, analytical and reporting skills, with confidence in handling financial and performance data is required as well as excellent written and verbal communication skills, with the ability to explain technical matters clearly to a range of audiences.

If you are looking for a role where you can help shape growth, support infrastructure delivery and ensure that development benefits communities, we would love to hear from you. In return, we offer the opportunity to work on varied and meaningful projects within a friendly and supportive team environment.
