An exciting opportunity has arisen within the City Council’s Sustainable Communities Directorate for a Senior Planning Officer to join our Spatial Planning Team to focus on housing and infrastructure evidence base documents, as well as the delivery of various types of new housing.
The successful candidate will be able to demonstrate experience of planning policy work as well as research/analysis of housing issues and solutions. Ideally this includes being involved in the preparation, consultation and examination of statutory development plans and supporting evidence base documents as well as experience of securing housing on new development sites.
Educated with a relevant degree in town planning or related discipline with membership or eligibility to be a member of the Royal Town Planning Institute. The successful candidate will be able to demonstrate excellent communication and interpersonal skills, flexibility and the ability to analyse, interpret and present often complex information in a clear and concise manner.
The post is permanent, working 29 hours a week and based at the Civic Centre.

Broxbourne Council is seeking a Planning Enforcement Officer to join our busy and dynamic Planning Enforcement team on a permanent, full-time basis. This is a great opportunity to continue your professional development in planning enforcement.&nbsp;
The successful candidate will manage a complex caseload of enforcement related matters including temporary planning permissions and proactively monitor new developments to ensure that developments comply with planning regulations and the aims of Broxbourne Local Plan are realised. In this role you will investigate a range of cases, provide specific specialist planning advice to resolve breaches, conduct site inspections and safeguard development ensuring it is line with approved plans.&nbsp;

What will you be doing?

<li>Preparing planning reports on major and significant development proposals and presenting those schemes to planning committee.</li>
<li>Providing advice and conducting negotiations with developers to achieve the best possible outcomes and deliver 5-star customer service.</li>
<li>Liaising with various stakeholders, including residents, officers from other service sections, elected members, and external bodies to ensure material consideration are taken into account and that decision making is open and transparent.</li>
<li>Engaging in pre-application discussions, taking opportunities to front load planning considerations and make the formal planning application process run smoothly.</li>

What do you need?
<ul>
<li>Substantial experience in planning and the application of expert knowledge within a planning policy or development management context.</li>
<li>Customer service skills, being particularly adept at speaking with those who have conflicting demands and priorities.</li>
<li>Knowledge of relevant law, policy and guidance related to planning and related matters.</li>
<li>Communication and negotiation skills being able to discuss proposals in a positive, constructive, and professional manner to deliver positive planning outcomes.</li>

Are you an experienced planner that wants to ensure that development is carried out in a compliant manner as well as protecting our environment and communities from unauthorised works? Then this role is for you!
Who?
The Planning Enforcement Team is dedicated to ensuring our communities have a good quality of life and that our built and natural environments are protected by taking robust but proportionate action in relation to breaches of planning control.
This role would consider a variety of breaches of planning in the district, so we’re looking for someone who has experience in investigating such matters and is able to conclude them effectively and efficiently.
What will you be doing?
<ul>
<li>Investigating breaches of planning control, in a variety of urban and rural settings.</li>
<li>Preparing reports to make recommendations on appropriate enforcement proceedings, presenting those schemes to planning committee where required.</li>
<li>Providing advice and conducting negotiations with contraveners to achieve the best possible outcomes and deliver 5-star customer service.</li>
<li>Liaising with various stakeholders, including residents, officers from other service sections, elected members, and external bodies ensuring they are appropriately updated ion the progress and outcome of investigation.</li>
<li>Providing informal support and mentoring for junior officers.</li>
</ul>

<li>Experience in planning and the application of expert knowledge within an enforcement and development management context.</li>
<li>Customer service skills, being particularly adept at speaking with those who have conflicting demands and priorities.</li>
<li>Knowledge of relevant law, policy and guidance related to planning and related matters.</li>
<li>Communication and negotiation skills, being able to discuss breaches in a clear, constructive, and professional manner to achieve robust and proportionate outcomes.</li>
<li>Experience of defending actions taken by the Council at appeal or via legal proceedings.</li>
</ul>
