Homeless Prevention &amp; Relief Officer Reigate &amp; Banstead Borough Council Location: Town Hall, Reigate / Hybrid Salary: &nbsp;£35,820 - £41,925 per annum, dependant on experience Basis: Permanent, Full time - 36 hours per week
&nbsp; &nbsp; &nbsp; About the Role In this fast paced and exciting role, you will make a difference for our residents who are homeless or at risk of homelessness and in housing need. Our Homeless Prevention &amp; Relief Officers are on the frontline in proactively working with households facing homelessness to sustain their accommodation where possible or assist with securing alternative accommodation.
 You will be responsible for managing your own caseload and providing excellent customer service to our residents. You will carry out detailed case work investigations and issue statutory decision letters in line with current homeless legislation. You will support our most vulnerable residents at a time of crisis, working with and empowering them to resolve their threat of homelessness. You will be responsible for covering daily operational duties, including town hall cover, assisting with housing advice emails, triage phone line and any other duties and town hall cover on a rota basis.&nbsp;
 You will be working with a friendly, supportive, positive and diverse housing team. &nbsp;We will provide you with a wealth of training opportunities. At Reigate &amp; Banstead we work in partnership with professionals where we aim to prevent homelessness at the earliest opportunity.&nbsp;

 About the Person You must have excellent verbal and written communication skills, be an outstanding team player and be able to work on your own initiative. A commitment to providing high standards of customer service, with the skill and discipline to deliver this across a varied workload and to work to deadlines are essential.
 We are looking for a positive, supportive, flexible and innovative person that can engage well with households experiencing housing need. You will be a colleague with an outstanding commitment and enthusiasm in supporting our most vulnerable residents.&nbsp;
 You will have detailed knowledge of Part VII Housing Act 1996 (as amended) and experience of working in a busy front line housing service. &nbsp; You will provide comprehensive housing advice to households with a range of circumstances. You will interview clients, assess their circumstances, decide what statutory duties may be owed, and identify their housing options. You will work collaboratively with other partners including housing associations, domestic abuse support services, private landlords, police, social services, substance treatment agencies and other relevant stakeholders.
 The role is largely Town Hall based at our modern offices in Reigate as well as visiting residents in the borough. &nbsp;Some hybrid working, if agreed with the Homeless Relief Team Leader.&nbsp;

As our new Housing Policy and Enforcement Manager, you’ll lead a dedicated team of four, which includes one Housing Enabling Officer, two Senior Private Sector Housing Officers, and one Private Sector Housing Support Officer, alongside indirect line management of external contractors. You’ll shape long-term plans, deliver projects that make a real difference, and work closely with partners to drive forward the Council’s housing ambitions.

We’re looking for an experienced housing professional with strategic vision, leadership ability, and a passion for improving homes and lives. Based at our Sevenoaks office, you'll also work closely with communities, contractors, and regional housing partners to ensure local needs are met and standards are upheld.
You'll be appointed at Band G (£51,494 – £54,587), with additional benefits including a generous pension, flexible working options, and a supportive working environment that values your expertise and initiative.
What you will be doing
<ul>
<li>Leading the Housing Policy and Enforcement team, managing officers and external contractors to deliver the Council’s housing priorities.</li>
<li>Developing and delivering the Council’s Housing Strategy, Empty Homes Strategy, and Private Sector Housing Grant and Enforcement Policies.</li>
<li>Supporting and enabling affordable housing delivery through strategic partnerships with Registered Providers, Homes England and health sector organisations.</li>
<li>Driving improvements in private sector housing, including the use of enforcement powers, licensing schemes, and grant delivery (e.g. Disabled Facilities Grants).</li>
<li>Overseeing the development and consultation of housing policy, ensuring plans are evidence-led and responsive to local need.</li>
<li>Managing housing data, needs assessments and monitoring performance against key targets and national indicators.</li>
<li>Representing the Council at regional forums and working groups, such as the Kent Housing Group Strategy and Enabling Sub-Group.</li>
<li>Deputising for the Head of Housing when required and advising Members, SMT and external partners.</li>
</ul>
What you will bring to the role
<ul>
<li>Educated to degree level or equivalent experience in a relevant field.</li>
<li>Full driving licence and access to your own vehicle.</li>
<li>Strong strategic thinking and the ability to analyse housing needs across a wide range of community groups.</li>
<li>Proven success in housing policy, strategy, enabling and/or private sector housing enforcement.</li>
<li>Substantial experience in managing projects, teams and partnerships in a local government or housing setting.</li>
<li>Excellent communication skills and the ability to work effectively with elected Members, developers, landlords, planners, and residents.</li>
<li>Strong understanding of current housing legislation, planning policy and funding mechanisms.</li>
<li>A track record of developing successful bids and securing external funding for housing initiatives.</li>
<li>Budget and performance management experience with a focus on outcomes, risk management and value for money.</li>
<li>A customer-focused approach and ability to work flexibly, including occasional out-of-hours attendance.</li>
