An exciting opportunity has arisen within the Empty Homes team for a Surveyor to play a key role in bringing vacant Council properties back into use. This is an important position that directly supports the delivery of high-quality homes for new tenants by ensuring empty properties are repaired, compliant, and ready for occupation.

As a Surveyor, you will be responsible for carrying out detailed property inspections and preparing comprehensive repair specifications to achieve the Council's Empty Homes Standard. Using the Council's Schedule of Rates, you will accurately specify all repairs required, ensuring value for money while maintaining high standards of workmanship and compliance.

A key aspect of the role will involve commissioning, reviewing, and managing asbestos surveys and ensuring that any required asbestos removal works are completed in accordance with current legislation and Council procedures before repair works commence. You will monitor compliance throughout the refurbishment process to ensure all statutory and health and safety requirements are met.

You will manage a varied portfolio of empty property refurbishment projects from initial inspection through to completion. This will include procuring and managing contractors, monitoring progress on site, carrying out quality inspections, authorising payments, resolving technical issues, and ensuring projects are delivered safely, on time, within budget, and to the required quality standards.

The role requires a sound technical knowledge of building construction, building pathology, and repair techniques, together with experience of contract management and project administration. You will be expected to identify building defects, determine appropriate repair solutions, and provide professional technical advice where required.

Working closely with colleagues across the Housing Service, you will help ensure that empty homes are turned around efficiently, minimising void periods and enabling properties to be re-let as quickly as possible. You will contribute to achieving service performance targets while maintaining excellent customer service and ensuring that all properties meet the Council's quality, compliance, and safety standards.

You may also be required to support colleagues across the wider Property Services team by providing surveying expertise on other property-related projects and maintenance activities as service demands require.

Success in this role requires the ability to build strong and effective working relationships with internal colleagues, contractors, and external stakeholders. You will possess excellent communication, negotiation, and organisational skills, with the confidence to challenge poor performance where necessary while maintaining positive professional relationships. You will be able to manage competing priorities, make informed technical decisions, and produce clear, accurate reports and documentation.
