The Opportunity&nbsp;
Reporting to the Principal Officer - Investment, this is a key role in the successful management of the Housing Stock data of over 5700 properties.&nbsp; You will be responsible for the surveying, collation and management of the stock data as well as the analysis of the data to assist in the planning and implementation of the capital works programmes.
The role requires a detailed knowledge of building construction methods and materials backed up with a formal qualification, the ability to identify and diagnose defects and arrive at appropriate solutions as well as experience of undertaking stock condition surveys.
You must also be able to work with stock data and systems, managing data and assisting in the creation of programmes for future capital works programmes to ensure continued compliance with DHS and other statutory requirements.
This is an exciting opportunity to be an integral part of the Asset Team which focuses in delivering panned works programmes ensuring an excellent service to our customers.
Key Tasks&nbsp;

<li>Collation analysis and effective use of stock condition information from a range of surveys on all property assets including occupied dwellings, void dwellings, commercial buildings, garages, communal areas and public spaces.</li>
<li>Carrying out stock condition and related surveys - including Housing Health &amp; Safety Rating System (HHSRS) surveys.</li>
<li>Contribution to the development of comprehensive and accurate stock condition information to support short, and long-term asset management planning.</li>
<li>Ensuring results of surveys are accurately recorded in the asset management system, in a timely manner, using hand-held data capture equipment.</li>
<li>Effective organisational, planning and report writing skills.</li>
<li>Full and clean driving licence with access to a vehicle to undertake site visits.</li>
<li>Delivery of an effective and appropriate service to all service users, fairly and without discrimination.</li>

Key responsibilities:

Collation and analysis of information for the Asset Management Plan Register to ensure that all relevant technical, financial and Statutory Regulatory data is included and make recommendations and budget forecasts so that decisions about the maintenance and development of the property/s can be made on a sound satisfactory informed basis and to carry out those duties as a Professional and Responsible Person (as defined in various Statutory Instruments relating to building services).2 Provide professional technical support within Assets and Environment and the wider council services. Provide technical advice, recommendations and budgetary forecasts to the Principal Surveyor. Organise work orders and direct contractors ensuring they carry out works in a safe, proper and secure manner. Monitor and ensure Contractors’ standard of work comply with instructions and specifications provided.3 In response to client requests, appraise, analyse and identify potential problems, propose technical solutions, prepare specifications together with supporting budget forecasts to enable bids for funding to be submitted and works carried out.4 Support the resourcing strategy when using external specialist surveyors to carry out Asset Management Plan surveys to monitor their performance, review and appraise their findings assessing the quality of their surveys.5 Liaise with and direct external consultants to carry out detailed technical briefings, reviewing scheme proposals to ensure that the Council&nbsp;Policies and objectives are met.6 Develop excellent stakeholder relationships with service group users, suppliers, partners and other customers to ensure that NNC objectives are delivered and customer&nbsp;expectations are managed to a high standard.7 Prepare specifications (works and maintenance), develop small works projects, review and comment on contractor design proposals, undertake technical audits and defects analysis to achieve best use of assets and value for money.8 Provide a high level of technical / professional advice to all Property Asset Management colleagues and service users at all levels within the organisation to ensure that properties are fit for purpose, and compliant with statutory regulations.9 &nbsp;Achieve timely and successful delivery of agreed goals and performance measures so as to maximise value for money within available budgets.10 Act as designated authority for approving appropriate expenditure.About you a. Preferably&nbsp;educated to degree level or minimum experienced time served Building Surveyor with qualifications in a building services environment –b. Higher level nationally recognised Health &amp; Safety qualification – eg NEBOSH/IOSHc.&nbsp; Demonstrable competence to fulfil the role of Responsible Person as defined in said instruments.&nbsp;d. Considerable experience and understanding of Buildings and their construction as well as wider asset management, eg flood defences etc.e. Experience of Project Managementf. Experience of JCT Contracts and an understanding of Contract Law.g. Experience of procuring and managing external contractors to ensure high quality service provision.&nbsp;h. Proven IT skills and demonstrable experience&nbsp;i.
