We are seeking experienced Building Surveyors to support the Asset Management Team in delivering the Council’s capital and revenue building works programmes. You will play a key role in managing routine service and maintenance contracts, overseeing the procurement and delivery of refurbishment and maintenance projects, and coordinating contractors and stakeholders to ensure projects are completed to a high standard.
Successful candidates will have RICS membership, hold a relevant degree, and bring significant Building Surveyor experience, with a proven track record in the management and procurement of maintenance and refurbishment projects. Excellent communication and organisational skills are essential, along with the ability to work effectively with colleagues, contractors, and stakeholders.

Senior Estates Surveyor

About the role
We’re looking for an experienced Senior Estates Surveyor to help lead the day-to-day management of the Council’s non-operational land and property portfolio. You’ll act as a key source of professional valuation and estate management advice, ensuring our assets are well-managed, compliant and deliver value for money.
Key responsibilities

<li>Provide expert advice on valuation and estate management matters to internal and external customers, including Council Members.</li>
<li>Manage Estates Service budgets and non-operational property budgets.</li>
<li>Client-manage external consultants on property matters.</li>

We’re looking for a motivated Estates Surveyor to help manage and enhance the Council’s diverse land and property portfolio. The job
You will be working in the Asset Management and Property Services (AMPS) team which is made up of approximately 20 people in 3 teams; Building Surveying, Facilities Management and Estates.
Our Estates team has 4 surveyors and the Estates Manager role sits within this team.
The portfolio is split into two broad areas, the Investment Portfolio and the Operational Portfolio, both of which have assets totalling approximately £100M each.
The operational assets enable us to deliver services and activities administered by the council on behalf of our residents and the investment assets (retail, offices, industrial, residential), are strategic assets held by the council on behalf of the public for either long term investment and revenue income, regeneration/strategic economic benefit, or both.
Your role will be largely focussed on all aspects of asset management within our operational portfolio, which includes some commercial property but also a number of community assets, including commons, cemeteries, open spaces, allotments and recreation grounds.
You will also have responsibility for handling cases relating to easements, rights of way, encroachments, wayleaves, granting of licences, FIO’s and dealing with day-to-day estate matters.
Our 5-year Asset Management Plan (2024-2029) will form a key part of your role.
About you
As well as having a surveying degree, being a member of RICS and showing us that you continue to develop professionally, you will have experience of,

Key responsibilities:

As a member of the team, the Estates Surveyor will have the opportunity to work on an extremely varied and diverse property portfolio. The role will include the delivery of high-profile property management activities including lease renewals, rent reviews, title disputes etc which have a significant degree of legal complexity as well asset disposals and acquisitions, working.This is an exciting opportunity to join the team at West Northamptonshire Council. You will support the Councils objectives of shaping a Property Strategy and Estates function that will be an example of best practice, and one that will deliver the best outcomes for the residents of the West Northamptonshire.<h2>Additional information</h2>You’ll bring with you a wealth of experience which will enable you to ensure the efficient and cost-effective running of operational, income producing and strategic sites and individual assets to minimise outgoings and maximise income. Your strong negotiation skills will aid the acquisition and disposal of property, rights, and licences, including compensation claims, as directed. You’ll provide invaluable estates support on legal and contract issues.Excellent project management skills are essential as you’ll manage complex projects on behalf of the Council and other stakeholders and will plan, identify, and anticipate challenges and obstacles within those projects and work with stakeholders. Your strong communication skills will enable you to represent the team as an interface between Tenants and the Council on operational property matters, and to represent the interests of key stakeholders and to provide good quality professional advice on estate management and valuation matters, and to advise colleagues on professional and technical issuesYou will:<ul>
<li>Ideally be educated to Degree level or equivalent in an Estates Management or similar discipline</li>
<li>Be a Member of the Royal Institution of Chartered Surveyors (or equivalent professional qualification)</li>
<li>Have thorough post-qualification professional experience in urban /rural estate management, including property management, valuations (including Fixed Asset Valuations for accounting purposes) and transactions</li>
<li>Have experience of dealing with complex and high-profile property cases in the public sector</li>
<li>Have experience of formal project management techniques, Equality and Diversity issues and governance within a public sector environment</li>
