About the role

Are you a dynamic leader with a passion for delivering effective cyclical highway maintenance? Join us in shaping the future of our highways!

We are seeking a highly skilled and experienced professional to join our team as the Cyclical Maintenance Manager responsible for leading and managing all routine and cyclical highway maintenance activities across Cambridgeshire.

In this role, you will be accountable for ensuring the highway network is managed and maintained in a safe manner and ensuring that the lifespan of highways assets is maximised whilst ensuring we achieve good value for public money.

For an informal discussion, please contact David Allatt, Service Director of Infrastructure and Project Delivery by email on david.allatt@cambridgeshire.gov.uk

What will you be doing?

This is an exciting opportunity to lead a team of officers, ensuring the effective delivery of cyclical maintenance activities in Cambridgeshire.

You will manage a team of officers who are responsible for planning varied programmes of works at the appropriate frequency across approximately 4,500km of highway.

You will need to balance local aspirations, County Council priorities and budgets to make this role a success.

You will provide strategic guidance to the team and ensure that working practices align with the County’s CARE values.

You will be responsible for monitoring the team's performance against defined KPIs and ensuring targets are met including in year delivery targets.

You will need to collaborate with other managers in the Highway service area to ensure a consistent approach is adopted across the service.

You will have a customer service focus as you will be a key contact for elected members and be ultimately responsible for ensuring that County, District, and Parish Councillors are kept informed of work in their electoral divisions.

You will be responsible for managing a large maintenance budget, both revenue and capital.

The teams you lead will cover the following areas:

  • Drainage & Winter
  • Green Infrastructure
  • Tree Management
About you

We are seeking an exceptional leader with a deep understanding of all routine and cyclical highway maintenance.

With a strong background in civil engineering, infrastructure, or a related discipline, you bring a wealth of experience in leading services within a large and dynamic organisation.

You will be passionate about delivering high-quality, customer-focused services that make a tangible difference to communities.

Your knowledge of highways, project management techniques, construction, and drainage & winter or green infrastructure maintenance is informed by industry best practice, national standards, experience and design guides.

You will combine technical expertise with excellent interpersonal and leadership skills, enabling you to inspire teams, build strong partnerships, and drive continuous improvement.

You will thrive in collaborative environments and leading others whilst incorporating a culture of accountability, professionalism, development, and excellence.

About us

Cambridgeshire is a great place to work and live with a diverse population, an urban centre in Cambridge, historic Isle of Ely, Huntingdon and St Ives as well as more rural landscapes.

Our four values are central to our culture, driving everything we do.

We are proud to serve the diverse communities of Cambridgeshire and want our workforce to be reflective of this diversity, which we firmly believe benefits our colleagues, the organisation and our communities. If you don’t meet every single requirement in the job role but think this could be you, please don’t be put off. We are committed to building a workplace that is compassionate and inclusive as well as diverse, so if you think you could be a good candidate for this role please consider applying and speak to the recruiting manager if you have any questions.

Our Equality, Diversity and Inclusion Strategy, along with our employee network 'IDEAL' and self-organised peer support groups help us to foster an inclusive, supportive and safe working environment where people feel valued, respected, and empowered. We collect relevant diversity data for monitoring as part of the recruitment process to understand the diversity of our applicants and monitor any trends throughout the recruitment processes so that we can take meaningful action.

We are proud to be a Disability Confident Leader. We fully support providing reasonable adjustments throughout our recruitment process, as well as when you join us, and we encourage candidates to contact the Hiring Manager, whose details can be found in the advert, to discuss any adjustment needs. Through a Guaranteed Interview Scheme, we will offer an interview to all applicants who disclose a disability and meet the essential criteria for a job vacancy. On your application form you can indicate you are disabled. Some examples of reasonable adjustments during the recruitment process could include additional time to complete an assessment or printing a document on pastel coloured paper with larger font size and line spacing. We would value talking about what might be possible to enable you to join us and thrive, so if there is something that would help you to do your best during your journey with us, please get in touch.
