About the Role
Are you an experienced Project Manager with a track record of delivering Decarbonisation / Retrofit / Regeneration / Energy / Building or Asset Management projects? Do you want to lead innovative projects that generate economic, social and wellbeing benefits and contribute to climate action and net zero targets?
We are recruiting for a Project Manager to coordinate a multi-year project delivering retrofit decarbonisation, heat networks and solar PV to sites and public buildings across the City Region.
The role will collaborate with stakeholders including funders, local authorities, supply chain and delivery partners and work alongside the North West Net Zero Hub using a standardised project management framework, methodologies, tools and templates.&nbsp; However, you will have the autonomy to determine the best way forward for your project, motivating and leading the project throughout the project lifecycle.
If you have proven experience of delivering successful Decarbonisation / Retrofit / Regeneration / Energy / Building or Asset Management projects, this is a great role for you.
This is a Fixed Term Contract until 30/6/28.

Senior Manager – Waste and Environmental Services
About the Role:
We have an exciting opportunity here at Wirral for a highly experienced and motivated senior waste management professional, to lead the establishment of the new Refuse Collection and Street Cleansing Contract and arrangements. The Senior Manager will represent Wirral on the Liverpool City Region Waste Management Partnership to support the coordination of the City Region’s waste management &amp; treatment arrangements. The Senior Manager will also lead the management of street cleansing services across the borough and be a key consultee on the design and servicing requirements of the significant regeneration and public realm programmes that are transforming Wirral. &nbsp;&nbsp;&nbsp;&nbsp;
About the candidate:
We are looking for a manager who is experienced in community engagement and keen to work residents to involve them in the design of services and increase participation in environmental enhancement. &nbsp;&nbsp;&nbsp;
Reporting to the Assistant Director for Climate Emergency and Environment, the successful candidate will be a member of the portfolio’s senior management team to provide joint leadership and strategic direction for Wirral’s environmental services.
You will work closely with the Council’s Members, at both senior and ward levels, to manage services and experience of management large and complex partnerships is essential. You will have experience of managing large environmentally related service contracts and partnerships, also delivering large change management programmes.&nbsp;

About the role…
The Waste and Recycling Officer role is a mixture of administration and operational duties, communicating with stakeholders to identify ways to improve our Waste management service. Duties include:

<li>Deliver a high-quality waste management service</li>
<li>Roll out and manage projects including the introduction of weekly food waste collections from 2026</li>
<li>Oversee household waste, recycling and green waste collections along with food waste collections from 2026, clinical waste collections, bulky waste collections and investigating abandoned vehicle cases</li>
<li>Oversee the running of the Council’s two Household Waste Recycling Centres</li>
<li>Carry out recycling and waste reduction education, promotion and communication activities</li>
</ul>

A Week in the Life of a Portfolio Management Office (PMO) Manager at Enfield Council 
Curious what it’s like to be in this role? Here’s a glimpse into a typical week… 
~~Monday~~ 
You start the week with a morning sync with the Digital Services Senior Management Team. As PMO Manager, your role is to ensure the portfolio of projects is running smoothly and transparently. You review the latest updates in the PPM tools, checking for any overdue actions or risks flagged by project managers. 
Mid-morning, you meet with the Digital Adoption Manager to align on the overall portfolio plan. You discuss dependencies across workstreams and ensure the scheduling reflects operational realities. After lunch, you prepare a dashboard for the Head of Project Delivery and Governance, summarising delivery status, budget health, and resource utilisation across the portfolio. 
You end the day by reviewing feedback from last week’s project management workshop and begin drafting improvements to the toolkit and templates. 
 
~~Tuesday~~ 
You begin with a quick stand-up with your PMO Analyst and Data Apprentice. You assign tasks for the week, including updates to the resource tracker and coordination of the Ideas pipeline. 
Later, you join a scoping session for a new digital initiative. You support the team by capturing key actions, risks, and dependencies, and ensure they’re logged in the PMO platform. You also advise on how to structure the business case to meet governance requirements. 
In the afternoon, you meet with operational managers to understand BAU pressures and how they might impact delivery timelines. You update the portfolio plan accordingly and flag any concerns to the Head of Digital Delivery. 
 
~~Wednesday~~ 
You start the day by compiling the weekly status report. You pull data from a number of data sources to ensure financials are accurate and up to date. You also chase a few project leads for missing updates. 
Midday, you attend a lessons learned workshop for a recently closed project. You facilitate the session, capturing insights and recommendations to feed into future delivery. You also update the PMO knowledge base with new guidance on risk mitigation and stakeholder engagement. 
Later, you meet with the Communications team to plan a blog post about the Council’s approach to portfolio management and how it supports digital transformation. 
 
~~Thursday~~ 
No stand-up today, so you focus on continuous improvement. You spend the morning reviewing the PMO processes and identifying opportunities to automate reporting and reduce duplication. You test a new dashboard prototype that pulls real-time data from the PPM tools. 
Just before lunch, you have your weekly 1-to-1 with the Head of Project Delivery and Governance. You discuss progress on the Ideas pipeline, resource allocation challenges, and upcoming governance board meetings. 
In the afternoon, you support a project manager preparing for a project board meeting. You help refine the presentation, ensure risks are clearly articulated, and confirm that all documentation is in place. 
 
~~Friday~~ 
You start the day by finalising the monthly portfolio health report. It includes delivery RAG ratings, budget forecasts, and benefits tracking. You send it to senior stakeholders and prepare talking points for next week’s governance board. 
Mid-morning, you join a webinar on emerging technologies in project management. You’re particularly interested in how AI and RPA can enhance PMO functions, and you make a note to explore pilot opportunities. 
After lunch, you attend the Digital Services retro and planning meeting. You share highlights from your week and outline priorities for the next. A colleague asks for help with a new project intake process—you volunteer. 
You end the week by tidying up your notes, updating the PMO calendar, and making sure everything’s ready for another busy week.

The Environment and Energy unit is responsible for the policies and programmes related to the Mayor’s ambitions around the natural environment, climate adaptation and his net zero 2030 target.&nbsp;
The Programme Management Coordination team is a cross-cutting team at the heart of the Unit, providing leadership on governance, finance, business coordination, communications, stakeholder engagement, and monitoring and evaluation activities for the Unit. Working closely with the Principal Evaluation Officer and Head of Programme Management Coordination, you will establish a hub of programme and project management expertise for the Unit, providing guidance and implementation support to delivery teams, aligned with GLA’s Portfolio Management Framework.

This role will play a central part in embedding strong programme and project management practices across the Environment and Energy Unit. You will be responsible for supporting the Unit to implement the GLA’s Portfolio Management Framework across the project lifecycle, from initiation through to delivery and closure. With highly developed interpersonal skills you will be confident in advising residents of how to dispose of their waste. Ability to remain calm under pressure, work safely and follow procedures.&nbsp; Be able to maintain a high level of service in all weather conditions.&nbsp; Have experience of working under prolonged periods of sustained physical effort.&nbsp; Be able to support and manage a team of operatives.&nbsp;Be the first aider and fire marshal on site.All training is provided including but not limited to First Aid, Fire Marshall, Manual Handling and Plant.
