The Construction Team is one of several that report to the Head of Works within the Assets &amp; Environment Service which, in turn, sits within the Place, Economy &amp; Environment Directorate.The work of delivering construction projects on corporate properties requires the Team to works with a range of clients from within the Council such as Education, Adult Services, Northampton Children’s Trust and external partners and tenants. A typical day for you could include:

The Council’s Street Care Service is responsible for the cleanliness of the Borough of Chelmsford. This is a wide ranging Service geared toward improving the quality of the environment by improving litter standards, removing the nuisance created by fly-tipping, graffiti and fly-posting and improving feelings of safety and security to create a sense&nbsp;of care and respect for the place in which people live, work and visit.
A key role in these activities is the operation of our fleet of mechanised road sweepers which are responsible for dealing with over 1300km of roadways. We are looking for an enthusiastic and self-motivated individual to play a key role in helping us ensure that the infrastructure of the borough that the Council is responsible for, is kept to the best standard possible.
Based at our Freighter House depot in Springfield, the post holder would normally be expected to work the following hours at 37 hours per week: Monday to Thursday 06:00am – 2:00pm, Friday 06:00am to 1:30pm
It should be noted however that some flexibility will be required, including occasional early or later starts, or the requirement to work on a week-end or bank holiday.

The Role

St Albans City and District Council is seeking a dynamic and experienced built environment professional to lead and manage the core functions associated with the management of the Council’s operational estate and associated assets.
The role is responsible for all aspects of the effective management of the Council’s portfolio of operational buildings and other built assets as well as providing support services which span the Council’s non-housing property portfolios (operational, leisure &amp; heritage, community and commercial assets).
This is an exciting and varied role which involves providing direction and oversight to a range of related service areas, including: buildings and facilities management and maintenance, compliance, infrastructure, contract management and sustainability.
There is a significant line management component to the role, managing other managers as well capability development and performance management.
There will be a particular focus on ensuring suitable and sufficient emergency procedures for the Council’s operational property asset portfolio are in place and this role holder will lead on business continuity for the department.
The Council has an ambitious strategy to achieve net zero and this role will contribute to this through oversight of the Council’s sustainability function, coordinating the Council’s approach to developing and implementing actions relating to decarbonisation and energy management.
About you
It is anticipated the successful candidate will be educated to degree level (or equivalent technical qualification) with extensive post-qualification experience in a comparable, complex organisation. This need not mean a background in local government, though practical and procedural knowledge of public sector practice is desirable.
It is essential that you have significant experience of delivering comprehensive estates and property management services (both in house and outsourced), as well as in-depth knowledge and experience of regulatory guidelines and statutory compliance requirements for estate management. This should extend to operational H&amp;S, emergency planning and business continuity.
In addition, it is important that you have a knowledge and understanding of sustainability approaches and willingness to develop this part of the role.
You will possess excellent people skills allied with the proven ability to listen, explain, negotiate and influence. You will be an enthusiastic, skilled subject matter expert with excellent presentation and report writing skills.
You’ll need analytical and communication skills, political acumen, and the confidence to engage with stakeholders at all levels. The ability to effectively operate in a political environment is also important.

You’ll play a key part in ensuring that colleagues, stakeholders and residents understand, connect with and feel supported through the changes ahead.What you’ll be doing<ul><li>Developing and implementing clear, robust change management plans that guide staff and services through transformation.</li><li>Creating and delivering engaging, accessible communication strategies that use plain language and a range of channels – from digital content to face-to-face briefings.</li><li>Planning and leading effective engagement activities such as staff sessions, workshops, roadshows, surveys and forums to build understanding, gather insight and foster support for change.</li><li>Translating complex information into compelling, easy-to-understand messages for diverse audiences including staff, managers, senior leaders, members, partners and residents.</li><li>Using recognised change management approaches (such as ADKAR) to support individuals and teams as they adopt new processes, systems and ways of working.</li><li>Building trusted relationships across all levels of the organisation, securing buy-in and influencing positive behavioural change.</li><li>Acting as a champion for transformation, helping embed cultural change and new ways of working.</li></ul>Please note this role does not attract sponsorship.<h2>About you</h2>You’ll be a confident communicator with a natural ability to engage people, explain complex ideas clearly and bring others with you on the journey.
