The role&nbsp; The Private Sector Housing Team plays a vital role in improving the conditions and management of privately rented homes within our district. &nbsp;With the coming into force of the Renters Rights act, the team has to perform new duties including dealing with harassment and illegal eviction and new tenancy rules enforcement. &nbsp; Responding to complaints from tenants and/or referrals from other housing professionals you will undertake inspections and investigations across the local area, advise landlords and tenants of their rights, obligations and duties, and take enforcement and prosecution action where appropriate.&nbsp; Your duties may also include general private sector housing enforcement using the Housing Health and Safety Rating System (HHSRS), processing HMO licensing applications, and dealing with Empty Homes as and when required.
About You You will need to be qualified and experienced in dealing with environmental health or housing matters and have a sound working knowledge of the relevant Housing legislation regarding harassment, illegal eviction and landlord/tenant disputes.&nbsp;
You will need experience of directly intervening and successfully supporting tenants suffering from harassment &amp; illegal eviction and detailed knowledge and application of landlord &amp; tenant law. Relevant experience and qualifications in investigatory practice, preparing prosecution files and attending court/tribunals would be an advantage.&nbsp;
You will be customer focused, with good communication and interpersonal skills, and have the ability to work on your own initiative as well as part of a team. <li>Develop and implement a framework that ensures continued monitoring and analysis of wider sector performance, regulatory gradings and any changes to legislation or policy that may impact the Council’s regulatory compliance, capturing learning, risks and opportunities appropriately.</li>
<li>Act as the primary relationship manager between the Housing Service and WBC’s wholly owned local housing companies. Ensure compliance with the Service Level Agreement (SLA), including timely processing of invoices and payments. Monitor and report on service delivery standards to confirm that the services provided meet agreed expectations and contractual obligations</li>
<li>Work collaboratively with residents to gather feedback on regulatory compliance and service delivery, ensuring their voices inform improvement plans. Develop case studies and best practice examples that demonstrate how resident engagement drives continuous improvement and compliance.</li>

We are looking for an enthusiastic, motivated and experienced Housing Standards Officer to join our Environmental Health Residential Team. This is a full-time permanent position.
The Environmental Health teams are within our Housing Health and Engineering Service area and deliver a range of regulatory functions across the Council.
Being part of the Residential Team, you will cover a wide range of housing duties, including the enforcement of housing standards, HMOs licensing and investigation of harassment and illegal eviction of private tenants. You will also investigate statutory nuisance and drainage complaints from homeowners and tenants. As part of the Residential Team, you will be given the opportunity to contribute to other areas of work, such as private water supplies and empty properties.

This role is a hybrid of office and home working as well as being out on our estates.  This is a very varied and rewarding role where no two days are the same. About the role&nbsp;&nbsp;
As a Tenancy Relations Officer, you’ll play a vital role in promoting lawful tenancy practices, supporting tenants at risk of illegal eviction, and fostering positive relationships between landlords and tenants in preparation, and then leading on, the changes required in response to the Renters Rights Bill due to be introduced early 2026. You’ll provide expert advice on landlord and tenant law, conduct investigations, and represent cases in court when necessary.&nbsp;
