Winchester City Council is seeking an experienced Health and Safety professional to assist the Council in delivering on and maintaining its comprehensive health and safety management systems. This full time role (37 hours per week) will work in support of the Service Lead – Public Protection and must have a NEBOSH diploma in Occupational Safety and Health or equivalent qualification and a proven track record of delivering health and safety for a large organisation, with some experience in emergency planning being an advantage.

The successful candidate must be able to write health and safety policy, risk assessments and conduct workplace audits of safe working practice. They must be able to competently investigate accidents and dangerous occurrences, provide advice in respect to the Councils response to critical incidents and or emergency situations and provide reports on data trends and provide recommendations to senior management.

They must possess an inner confidence when engaging with service managers, have developed communication skills, good judgement, able to establish priorities, deliver to deadlines and be able to work under pressure. A positive attitude is a must as the successful candidate will be expected to assist with developing a positive safety culture throughout the organisation.

Although the post holder is expected to primarily deliver internal health and safety advice, they will be working within the wider Public Protection Service, which delivers on its external facing Local Authority health and safety enforcement role. As such they will receive and be expected to deliver resilience across these functions.

The City Council is committed to continuous service improvement and staff development.

We offer an excellent package of benefits including:

  • Employer paid health cash plan
  • Cycle to Work and Car Benefit salary sacrifice schemes
  • Competitive annual leave per year
  • Flexible working arrangements
  • 13 days additional flexi leave per year (subject to operational requirements)
  • Option to buy up to 5 days additional annual leave
  • Free parking
  • Membership of the Local Government Pension Scheme
  • Discounted membership at the two leisure centres in the district
  • Confidential Employee Advice and Support Programme
  • Employee retail and shopping discounts
  • Season Ticket Loans
  • Excellent working environment
  • Support for continuous professional development
