The Role: This role will report into the Waste &amp; Cleansing Contracts Manager and will carry out the day to day monitoring of the council’s recycling, waste and cleansing service contracts for an allocated geographical area and liaise with contractors to resolve issues. Your role will involve:

<li>Investigating and responding to service delivery complaints and resolving or escalating as required.</li>
<li>Ensuring performance data is recorded to support decision-making and contract management.</li>
<li>Assisting in the monitoring of leisure and grounds maintenance contracts.</li>
<li>Providing administration and data support for contracts and projects.</li>
<li>Providing advice and information to any local groups, individuals, council officers and members, landowners and other organisations.</li>
<li>Supporting activity to increase the involvement of residents, schools and community groups in looking after their areas so that cleaner and greener neighbourhoods are self-sustaining.</li>

Our Debt Recovery and Appeals Team deals with more than 1300 appeals per year, which include appeals to the Environment and Traffic Adjudicators (London Tribunals), the Traffic Enforcement Centre witness statements and debt recovery court hearings. Many of these appeals and hearings have to be considered and defended in front of the Independent Adjudicators and in some cases Court Judges. We are proud to say that, over the last three years our service achieved the highest performance amongst all London local authorities, with 80% of all cases going in the Council’s favour at the Independent Adjudicators Tribunal. As the Appeals and Debt Recovery Officer, you will be expected to consider and make decisions against appeals lodged at the Independent Adjudication Service and in many cases the County Court. You will be required to investigate parking related formal appeals and compile comprehensive evidence packs for hearings at both London Tribunals and Courts. You will be tasked with ensuring that clear and compelling evidence is put forward to demonstrate the high quality of our parking schemes, and maintain our status of the best performing authority in the capital.
You will need to demonstrate a real appreciation of the complexities involved in many of these cases. You will work to help motorists close cases at earliest opportunity, whilst also recognising and identifying vulnerable customers and supporting them wherever possible. Finally, you will be responsible for aspects of the management of the council’s contracts with external enforcement providers, such as Enforcement Agents.

Our Private Sector Housing team seeks to improve the conditions and management standards of private sector housing.
You’ll assist the team in achieving this by leading on the changes brought in by the Renters Rights Act to the delivery of housing enforcement standards, ensuring private sector residential accommodation throughout the District meets statutory standards and helping to bring about improvements in conditions and standards of management for residents.
You will deliver service improvements by developing new working processes and building relationships with partners to meet the requirements of the Renters Rights Act.
You’ll be responsible for assessing a variety of properties using the Housing Health and Safety Rating System (HHSRS) and interpreting the results of these assessments to determine an appropriate course of action to deal with each hazard identified.
You will investigate complaints regarding housing conditions and undertake detailed surveys and inspections of residential accommodation throughout the District.
With your knowledge of Housing legislation, you’ll be comfortable using formal action where necessary, including attendance at Court where required.
This role will be based at our Council Offices, Argyle Road, Sevenoaks, Kent TN13 1HG. We currently operate a hybrid working model for the majority of our roles, with your working time split between the office and home (2-3 days).
