About the role:
Horsham District Council is looking for&nbsp;a Group Accountant (Technical) to join our Finance and Performance team.&nbsp;&nbsp;You will be responsible for the provision of high-level technical accounting, ensuring compliance with local government accounting regulations and offering strategic financial advice. Leading on all aspects of capital and asset accounting, your role includes setting and monitoring the capital programme, maintaining the fixed asset register, compiling capital and treasury strategies, overseeing the completion of regulatory returns, and assisting with the preparation of the Annual Statement of Accounts.
About you:
To succeed as Group Accountant (Technical) you will have demonstrable experience working in a financial environment, preferably within the public sector, with experience in the management and preparation of year end processes and the production of financial statements. You will have excellent communication and people management skills and an ability to develop and maintain good working relationships throughout the Council and its partners. You will be part of a core team aimed at meeting corporate financial objectives, driving change and implementing best practice in financial systems, and therefore also be able to manage a demanding workload, have good organisational skills and be able to manage your time and priorities effectively. As a CCAB qualified accountant, you will need extensive experience of financial management and have the skills to support financial and management accounting service for the Council’s capital programme. You’ll be able to understand and interpret government legislation and similar complex documents, have sound analytical skills, and a flexible approach to work with attention to detail.

The Financial Services team exists to ensure the Council is able to effectively secure, deploy and manage its resources in pursuit of its ambitious goals, such as its sector-leading Carbon Zero programme.&nbsp; We are currently seeking applications from enthusiastic and committed individuals who would be responsible for providing a wide range of financial and systems administration support.&nbsp; You must be able to demonstrate a high degree of financial technical accounting ability, whilst also possessing excellent communication and strong financial management skills.&nbsp;
As a key member of the Accountancy Team, your primary purpose will be to support the Principal Accountant help deliver the statutory financial duties of the Council. You will be responsible for a range of financial and accountancy activities including the preparation of budgets in support of the corporate financial planning process. You will support the closure of accounts process, liaise with the auditors and ensure the statutory accounts are completed on time.
The position is challenging and will require strong financial analysis skills and input into reporting for various stakeholders, including senior managers and Heads of Service. Post holders must be CCAB-qualified accountants or have significant experience in a local government finance environment.
This post will require a hybrid approach to working, with attendance at onsite and online meetings, bookable workspaces and working from home.&nbsp; Meetings may be in Lancaster, Morecambe or elsewhere in the District and County. &nbsp;Your assumed place of work will be Lancaster City Centre.

The Financial Management Service

In this post you will provide a range of practical and technical accounting services for a range of functions such as invoicing, debt management, accounts payable, cashiering, housing rents. You will be responsible for and expected to take ownership of calculating, reconciling, investigating and resolving any discrepancies in areas of work assigned. You will also provide support to the Financial Accountant (Controls) on other functions as needed from time to time.
About you
<ul>
<li>Previous experience in finance or accounting with a solid understanding of core accounting concepts such as debits, credits, balance sheet, revenue accounts, accruals, reconciliation processes etc.</li>
<li>Strong numerical and analytical skills with the ability to interrogate and interpret financial data accurately</li>
<li>Excellent communication skills and the ability to work collaboratively across teams</li>
<li>IT literacy including MSOffice (especially Excel) and the ability to use financial systems for data input and enquiries</li>

An exciting opportunity has arisen in our recently formed Corporate Finance Team for a Principal Accountant. You will provide leadership, direction and effectively managing the Year end accounts ensuring that both Councils are providing effective services that support the delivery of Corporate Priorities by developing and maintain robust partnerships to deliver positive outcomes.
You will lead on the closure of accounts and the audit process and be responsible for Treasury practices.
Be responsible for ensuring compliance with technical requirements and accounting, such as the Collection Fund, disseminating training as required.
Providing expert advice to Officers and Members in relation to financial compliance, attending relevant committees. Advising Senior Leaders on treasury, capital and ensuring the delivery of Corporate Priorities, as well as the wider ambitions of driving delivery through collaborative, partnerships and relationship building.&nbsp;
<h3>About the candidate</h3>
You will ideally possess a CCAB qualification, with extensive post qualification experience. Extensive experience of financial accounting and treasury. You will be highly motivated and possess excellent communication skills. The ability to manage and motivate a team, with a passion for forward thinking and innovative solutions is vital.&nbsp;
