 About the role:
As the Building Safety Manager, you will be the key point of contact for all matters related to building safety within our residential properties. Working as part of our dynamic Property Services Compliance Team, you will oversee vital safety inspections and document audits across a diverse range of properties, including:

<li>3 high-rise tower blocks</li>
<li>15 medium-rise blocks of flats</li>

Collaboration is key in this role. You'll work closely with our Fire Safety Manager, Health and Safety Manager, Compliance Technical Officers, Asbestos Officer, FRA Carpenters, and Compliance Officer to ensure the Council meets its statutory compliance obligations.
In this role, you will lead on all technical aspects of the Building Safety Act 2022 and Social Housing (Regulations) Act 2023 consumer standards regarding health and safety disciplines.
Your responsibilities will include reviewing assessment actions received by the department and developing a robust programme of assurance.
Working in partnership with the Compliance Team, you will ensure that work orders are efficiently raised to external contractors to complete remedial works and uphold compliance obligations across key areas such as:

<li>Water Risk Assessments</li>
<li>Lift Inspections and Maintenance</li>
<li>Electrical Safety</li>
<li>Gas Safety</li>
<li>Mansafe Systems</li>

Key Accountabilities are:

<li>Support the Compliance Team Manager.</li>
<li>Review and amend the Policy for Building Safety and Compliance Assessments.</li>
<li>Review, development and maintain the systems for Building Safety Management.</li>
<li>Review the completion of the Building Assessment programme. Including the validation of the statutory assessments and competency of appointment of Specialist contractors for the completion of Building Safety remedial works.</li>
<li>Create reports on progress to be compliant in relation to Building Safety works</li>
<li>Plan and support Building Safety Information for residents within our High Rise Buildings.</li>
<li>Point of contact for the Royal Berkshire Fire Rescue Service Dorset and Wiltshire Fire and Rescue Service.</li>
<li>Review of Building Safety Measures following a report of a Fire in a Housing building.</li>
<li>Escalation of non-conformities to service colleagues</li>
<li>Act as subject matter expert (Building Safety) to, Project Managers and building surveyors to ensure effective delivery of the programme.</li>
<li>Engage with key stakeholders and ensure effective communication and involvement with project activity.</li>
<li>Track all related project activity including monitoring against Building Safety targets against Industry specifications and British Standards.</li>
<li>Taking action to address risks including escalating risks and taking action to eliminate reduce or delay risk.</li>
<li>Escalate risks and issues which may impact any aspects of performance or the Council’s reputation.&nbsp;</li>

 About you
The ideal candidate will need to be front facing so will have to be able to engage with internal and external stakeholders at all levels and able to demonstrate change management experience.
The ideal candidate will possess a strong working knowledge of relevant legislation, including the Health and Safety at Work Act, CDM Regulations, and Fire Safety standards. They will have proven experience managing budgets, allocating resources effectively, and overseeing the maintenance and safety of high-rise buildings. A sound understanding of risk management, coupled with project management experience, is essential. Additionally, proficiency in standard office software, such as word processing and spreadsheet tools, is required, along with the ability to problem-solve and prioritise tasks in high-pressure environments. Experience in tendering works is also necessary. 
A comprehensive understanding of building structures, systems, and maintenance is vital to this role. The successful candidate will demonstrate strong technical knowledge in risk management, supported by effective leadership, communication, and planning skills. They will show a clear commitment to ethical conduct, professionalism, and adherence to high standards. The ability to prepare detailed reports and coordinate complex operational activities is essential. 
The role also demands high-level competencies in negotiation, change management, and strategic thinking. Analytical skills and sound decision-making capabilities are critical to ensuring effective outcomes in a dynamic working environment. A flexible and proactive approach to challenges will be a key asset, enabling the candidate to adapt and respond effectively to evolving demands. 
In terms of qualifications, candidates must hold a minimum of an HNC in a relevant field, supported by a professional qualification such as IFE, IOSH, or equivalent in Building Surveying. A full UK driving license is also a requirement for this position, given the need to travel between sites as part of the role.

We are seeking an individual to lead our Compliance team in our newly formed Compliance service within Building Services of the Housing, Neighbourhood and Building Services Directorate. The role will have responsibility for ensuring that the Council meet its statutory compliance duties to its stock of nearly 17,000 HRA residential dwellings and 900 corporate assets. Skills: The ideal candidate is someone who will: 1	Have a relevant property related degree and be a Chartered Member of the RICS / CIBSE / CMIOSH or other relevant professional body with post Chartership experience. We are looking for a person to join the Design Team as a project architect to support the Capital Projects Service in the delivery of the Council's construction programmes. Candidates must be enthusiastic, good communicators and have excellent attention to detail, being able to manage multiple demands and workstreams arising from the service. What is the role? Sitting within the Housing, Neighbourhoods and Building Services directorate, you will be directly reporting to the Senior Architect and supporting the Team Leader and Principal Architect in the delivery of the Council's capital projects. The design team is a multi-disciplinary group including architects, structural engineers and landscape architects. We work closely with the building surveyors, quantity surveyor, and mechanical and electrical engineers within Capital Projects. The service uses both internal and external consultants as required to deliver project outcomes. The design team is a team of experienced and committed professionals who have gained a reputation for delivering high quality, sensitive, good value and thoughtful design solutions to meet our client's brief requirements. Most of our work comes from within the Authority, but we do also work with external clients such as the NHS, charities and Multi Academy Education Trusts. Our clients are drawn from across the organisation and include Children, Families and Education, Housing Neighbourhood and Building Services, Cultural, Leisure and Regulatory Services, Adult Social Care and Economy Transport and Planning. Our work can range in size from approximately £100K to over £10m and is procured traditionally or via a design and build route depending on our client's specific requirements. However, the post holder will be required to travel to schools across the Liverpool Diocese covering Liverpool, Sefton, Knowsley, St. Helens, Warrington, Wigan, and West Lancashire. Remote working will also be available when appropriate.
Summary
This is a challenging strategic role within the Trust, reporting directly to the Chief Operating Officer. The Trust Estates Lead will be responsible for leading the implementation of estates strategies for the schools within our Trust and working closely with senior leaders and site management teams at each school to ensure all aspects of each school site, including upkeep, care, maintenance, security, health and safety and facilities management, are in line with statutory and regulatory requirements.
This role is key to ensuring that our schools provide a safe, accessible and welcoming environment in which pupils and staff can deliver their best. You will have the opportunity to work closely with key stakeholders within our schools and within the Central Trust Team.
You will contribute to upholding the Trust’s vision, values and ethos and treat everyone within the Trust with respect, offering high levels of support and customer service.
Main Duties and Responsibilities&nbsp; 
<ul>
<li>To support in the development of, and ensuring the implementation of, a long-term vision and strategy for effectively managing designated aspects of the Trust’s estate, in alignment with educational priorities and Governance requirements.</li>
<li>To ensure that Trust estates are safe and compliant in line with relevant policies, legislation and the DfE’s Good Estates Management Guide.</li>
<li>To promote and manage lettings arrangements across multiple schools, working with the Central Finance team and school-based colleagues.</li>
<li>To develop and manage the estate budget(s), monitor expenditure and obtain the best value from providers, developing annual business plans and budgetary submissions.</li>
<li>To support the delivery of the Trust’s major capital programme funded by Schools Condition Allocation (SCA)</li>
</ul>

Strategic Development 
<ul>
<li>To contribute to formulating the Trust estates strategy by assisting in the evaluation of each site and usage options and proposing creative solutions for improvement projects.</li>
<li>To support school senior leaders and site management teams to develop and manage a 5-year capital programme, a maintenance programme, effective planned preventative maintenance scheduling for each site and cyclical maintenance in terms of decorating, carpet replacements and blinds etc that enables an effective programme of work, which is costed out and fed into the Trust budgeting cycle.</li>
<li>To implement the estates strategy, directing the activities of staff, consultants and contractors, where appropriate, for the execution of such plans, and manage progress regarding time, quality and cost.</li>
<li>To develop strong and positive working relationships with school staff including senior leaders and site management staff to maximise the potential of the estate.</li>
<li>Responsible for providing any premises related pre-conversion due diligence for any new schools joining the Trust.</li>
</ul>
Estates Management and Development
<ul>
<li>To work closely with the COO and school leaders to develop and maintain the Trust’s Estates Strategy.</li>
<li>To ensure Asset Management Plans and condition data for all schools is both accurate and complete.</li>
<li>To ensure that development plans for the Trust’s estates are regularly updated, prioritised and costed.</li>
<li>To ensure the annual submission of the Land and Buildings Collection Tool, Capital Spend Survey, and any other estates related statutory returns as required by the DfE.</li>
<li>To oversee local schools’ site teams, including Site Managers, Maintenance Officers, Caretakers and Cleaners.</li>
<li>To be responsible for the appropriate deployment of Estates staff across LDST schools, ensuring adequate levels of staffing.</li>
<li>To oversee the effective performance management of all Estates staff in line with Trust policies and procedures.</li>
<li>To ensure that annual programmes of maintenance are in place and that planned preventative maintenance is completed on schedule and within budget, keeping the Trust’s estate operational and safe.</li>
<li>To ensure that all registers and records of maintenance and Estates works are adequately maintained.</li>
<li>To develop and maintain an asset register ensuring that all fixed plant, machinery and equipment is properly maintained and inspected to meet legal requirements.</li>
<li>To oversee capital projects as directed by the COO, including procurement and oversight of contractors delivering the Trust’s major capital programme funded through School Condition Allocation.</li>
<li>To quality control works carried out by contractors and the LDST internal workforce.</li>

Maintenance of Grounds and Buildings 
<ul>
<li>To ensure that the fabric of each school is maintained to a high standard and meets the individual school’s current and future needs.</li>
<li>To work with school site management staff to ensure the daily maintenance of all areas of each school. This will involve both reactive maintenance and planned preventative programmes.</li>
<li>To work with school site management staff to support them in formulating and managing medium- and long-term building programmes.</li>
<li>To prepare annual, costed plans for repairs and upgrades of each site, giving knowledge and expertise where necessary.</li>
<li>To work with estates staff to ensure all works are within budget and managed accordingly.</li>
<li>To ensure that school grounds are effectively maintained, including the management of the ground’s maintenance contracts.</li>
</ul>
Provision of Utilities and Estate Services 
<ul>
<li>To ensure all utilities provision, including water, gas, electricity and other provisions are effectively managed to leverage the purchasing power of the Trust, and that usage minimises waste.</li>
<li>To oversee schools’ compliance with the Trust’s overall sustainability agenda including the management of waste and recycling.</li>
<li>To develop estates management policies and procedures which address areas such as emergency management, business continuity and other estates related policies.</li>
<li>To take responsibility for risk management with regards to each estate, including disaster and business continuity planning and managing the development and maintenance of a risk register.</li>
</ul>
Health and Safety, Fire Safety and Security of the Trust Estates 
<ul>
<li>To manage the contractual agreement with the Trust’s outsourced Health and Safety service level agreement provider, including monitoring performance delivery against contractual terms.</li>
<li>To ensure that the Trust properly discharges its duties under its Health &amp; Safety Policy; the Health &amp; Safety at Work Act; COSHH regulations; and any other relevant statute, regulation or directive in all matters relating to the management of Trust estates and catering.</li>
<li>To ensure that contractors operate safely in accordance with the Trust’s Health &amp; Safety Policy and any other relevant statute, regulation or directive.</li>
