    Job introduction

    Job title: Web Developer

    A bit about us:

Liverpool is home to vibrant, energetic, and engaged communities, people who take real ownership of their local area and are passionate about making our city a better place. We've got ambitious targets to meet and we need people who are driven, dynamic and ready to deliver the very best for our communities. Public service is more important than ever, and this role represents a real opportunity to make a difference to our communities by transforming the way we work and placing our residents at the heart of everything we do.

Working at Liverpool City Council provides an opportunity to contribute to your community and make a positive impact on the lives of residents. Our values shape how we work to deliver public services, and how we communicate with the residents we serve. We care about the best outcomes for local people, through our public services.

We are proud of our world-famous thriving city with its rich culture, as well as affordable housing, good schools, beautiful green spaces – there’s really something for everyone!

    The role:

We’re looking for a developer who wants their work to have real-world impact.

At Liverpool City Council, you’ll build and improve the digital services that residents rely on every day — from accessing key services online to helping modernise how the organisation operates. This is an opportunity to work on meaningful, high-volume services while helping shape the council’s digital future.

As part of our Digital Technology team, you’ll work across the full development lifecycle — from understanding user needs and designing solutions, through to delivery, integration and ongoing improvement. You’ll be working with a modern and evolving stack including .NET, Umbraco, C#, HTML5 and SQL Server, alongside Microsoft 365 and other platforms.

You’ll collaborate with a wide range of colleagues — from service teams to product owners — to deliver secure, accessible and user-focused solutions that meet real needs.

    Key Responsibilities

    • Build digital services used across the city - Design, develop and deliver web applications and services using technologies such as .NET, Umbraco, C#, HTML5 and SQL Server
    • Work end-to-end - Take part in the full development lifecycle, from requirements and design through to testing, integration and release
    • Shape and improve solutions - Enhance existing systems and contribute to scalable, resilient architectures across our digital estate
    • Collaborate across services - Work closely with stakeholders to understand needs, agree solutions and deliver value
    • Build secure, compliant systems - Apply security standards and best practice to ensure systems are safe and robust
    • Contribute to continuous improvement - Keep up to date with emerging technologies and help shape how we develop and deliver services

    Why join us

    • Your work will directly impact residents across Liverpool
    • You’ll work on a variety of platforms and services, not siloed development
    • You’ll be part of a team actively modernising legacy systems and improving user experience
    • You’ll have the chance to influence how services are designed and built, not just deliver requirements

    Our offer to you:

    • At least 27 days holiday, plus bank holidays rising to 32 after 5 years’ service (pro rata if part time) - option to purchase further days
    • Agile working (role dependent) - a “Flexibility First” approach to agile working, where flexibility is the norm rather than the exception
    • Part of the Local Government Pension Scheme – option to join the AVC Scheme
    • Progression - opportunities and training through a wide range of high quality learning
    • Health and Wellbeing - offer including Employee Assistance Programme
    • Cycle to Work and Travel Pass Schemes
    • Drive Time – a salary sacrifice car lease scheme
    • Family friendly policies with enhanced leave
    • Discounted Gym Memberships
    • Employee Volunteering Scheme
    • Medicash
