We have an exciting opportunity to join our Transformation Team in leading improvements to the council’s utilities and energy services.
This post holder will be responsible for improving processes, managing utilities contracts and supporting the rollout of smart meters across the council’s building portfolio.

This post holder will be responsible for improving processes, managing utilities contracts and supporting the rollout of smart meters across the council’s building portfolio.
This role combines the responsibilities of managing utilities projects with the analytical skills of a business analyst. This will include working closely with service teams and stakeholders in identifying, analysing, and recommending improvements, as well as supporting the management and delivery of these changes.
The successful candidate will be a detail-oriented professional who enjoys collaborating with people at all levels in teams across the organisation. They will bring energy and enthusiasm to everything they do. They should be able to work well with a variety of people and have strong written and verbal communication skills to engage with a wide range of audiences.
This post is maternity cover for up to 12 months, or whenever the postholder returns, whichever is the sooner.
The role is hybrid. We are looking for somebody to work in our office in Welwyn Garden City at least two days per week. This will be more frequent during your training.
The ability to converse at ease with members of the public and provide advice in accurate spoken English is essential in this post.

If you are employed by WHBC on 1 April 2028, it is expected that the majority of roles will transfer to the newly-created unitary councils on existing terms and conditions under TUPE (Transfer of Undertakings – Protection of Employment) principles.
