The Role.
We are seeking a Technical Support Officer to join our Highway Structures Team. The Highway Structures Team is responsible for managing around 1026 highway structures, which includes Road and Foot Bridges, Public Rights of Way (PROW) Bridges, Highway Retaining walls, and other structures. The team also responsible for delivering annual capital and revenue programme of maintenance works for highway structures (circa £1million), Statutory Annual Inspections of structures (General and Principal inspections), Administration and Approval of Technical Approval (TA) procedures, and the Management and Repair of Vehicle Restraint Systems (VRS’s).
In this role, you will support the Highway Structures Team in delivering the annual capital and revenue maintenance programmes. You will also provide assistance to the Team Manager with various administrative activities, including acting as the team requisitioner for the procurement of works and service contracts. Additionally, you will support the management of customer enquiries by allocating queries to the relevant engineers within the team, monitoring progress, and ensuring that responses are provided within the Council’s required timescales.
Key Responsibilities:
- Supporting the Highway Structures Team in the day-to-day delivery of service operations, including ensuring all necessary permits, consents, and approvals are in place for reactive and planned maintenance works.
- Gathering relevant information relating to Road Traffic Collision (RTC) damage to Vehicle Restraint Systems/Crash Barriers and preparing submissions to solicitors and insurers to support vehicle damage recovery claims.
- Maintaining accurate and up-to-date records and inspections data within the electronic Highway Structures Asset Management System (AMS).
- Coordinating and submitting Streetworks notices, booking road space, and supporting the delivery of projects within the Highway Structures Team.
- Supporting the delivery of the annual reactive maintenance schemes.
- Assisting engineers and project teams in the delivery of Highway Structures active maintenance and improvement works.
- Supporting Highway Structures Inspector with site inspections where two-person inspection teams are required.
- Assisting with the preparation, monitoring, and reporting of project budgets, including resource planning and financial tracking.
Valid driving licence and own transport, or be able to provide alternative, suitable method of travel is an essential condition for this role.
Work Style.

However, please note that during the induction period, it may be necessary to spend more time in the office to support your learning and development. We are flexible and open to discussions about your preferred working style, and if you wish to be in the office more frequently, this can be negotiated.
This role falls into the category of Flexible Worker which means you can expect to work in the following way:
- 2-3 days in the office.
- Works both from home and the office, depending on the task at hand.
- Training is provided to help balance work-life and manage time effectively, with an emphasis on communication for team touchpoints and planning in-office days for collaboration.
About You.
We are looking for an enthusiastic and motivated individual who is passionate about developing their skills and knowledge in modern civil and structural engineering design and construction methods, and who possesses the following skills, experience, and attributes:
Essential Criteria:
- Educated to a minimum HNC level (NVQ level 3) or Equivalent in a relevant civil engineering or construction discipline.
- Excellent verbal and written communication skills, with the ability to communicate effectively with colleagues, contractors, and stakeholders.
- Proficient in Microsoft office applications.
Desirable Criteria:
- BTECH Higher National Certificate (HNC), HND in Civil Engineering, Construction, or a related discipline.
- Knowledge and Experience of managing electronic structures or highway asset management systems, such as AMS or equivalent platforms.
