Job Description

Overview

The London Borough of Harrow is seeking an experienced and dynamic professional to take on the pivotal role of Team Manager – Single Homeless and Rough Sleeping & Co-ordination within the Housing Services Division.

This critical leadership position is responsible for managing and coordinating Harrow’s operational and strategic response to single homelessness and rough sleeping. You will lead a dedicated team delivering frontline homelessness prevention and rough sleeping services, ensuring residents receive timely, effective support to access housing solutions and reduce the risk of homelessness. Working in a fast-paced environment, you will make key decisions on eligibility for emergency accommodation and oversee complex cases involving vulnerable individuals with multiple needs.

A core focus of the role is driving initiatives to tackle and end rough sleeping in Harrow. You will work collaboratively with commissioned outreach services, voluntary sector partners, and statutory agencies to implement innovative solutions, monitor performance, and share best practice. The successful candidate will demonstrate expert knowledge of homelessness legislation, strong analytical and problem-solving skills, and the ability to inspire and lead teams to deliver high-quality, customer-focused services.


About You

The successful candidate will have:

  • Educated to degree level or equivalent, or possess equivalent relevant experience in housing, homelessness, or a related field.
  • Proven experience in managing and coordinating services addressing single homelessness and rough sleeping, including frontline assessment and decision-making on emergency accommodation eligibility.
  • In-depth knowledge of homelessness legislation (such as Parts VI and VII of the Housing Act 1996 and the Homelessness Code of Guidance) and the Homelessness & Rough Sleeping Strategy frameworks.
  • Strong leadership skills with experience supervising, mentoring, and developing multi-disciplinary teams to deliver high-quality, customer-focused services.
  • Excellent communication and interpersonal skills to engage effectively with individuals in crisis, partner agencies, and commissioned outreach providers.
  • Ability to analyse complex cases, make timely decisions, balance competing priorities, and work under pressure to meet performance targets.
  • Experience in multi-agency collaboration and partnership working to design and deliver innovative solutions for rough sleeping.
  • Competence in data management and performance monitoring to track outcomes, inform service improvement, and meet strategic objectives.
