We are looking for an experienced and motivated System Development Lead to join our Business Intelligence team at Rutland County Council. This is an exciting opportunity for a skilled LiquidLogic professional to lead the strategic and operational development of our social care case management systems and specialist platforms that underpin vital services across the Council.
About the Role
This is a varied and influential role where you will combine strategic thinking with practical delivery, ensuring systems remain effective, efficient, and fit for the future.
As System Development Lead, your will duties will include:
- Take ownership of the council’s social care and education systems, leading both day-to-day support and long-term development.
- Manage the system support function, oversee supplier relationships, and lead major system upgrades and improvement programmes.
- Work closely with senior stakeholders and provide expert advice on how government policy, legislation, and service developments should shape system configuration
- Deputise for the Business Intelligence Service Manager where required
- Provide clear and effective leadership to system support colleagues, ensuring staff have a well-defined development roadmap.
- Ensure system improvements are aligned to service needs
The successful applicant for this post will be subject to an basic check by the Disclosure and Barring Service (DBS). The costs for the DBS are paid by us.
Key Responsibilities Include:
- Leading and developing system support, including line management of staff and associated resources.
• Overseeing helpdesk support for social care and education systems, ensuring high-quality, efficient service delivery.
• Managing the council’s strategic and operational relationships with third-party system suppliers.
• Planning and delivering system developments and upgrades end-to-end using structured project management approaches.
• Acting as a subject matter expert on how policy and legislative changes affect social care and education systems.
• Designing and managing an in-house training function for system users.
About You……
To be successful as System Development Lead, We are looking for an individual who has:
- A degree with relevant IT content (or equivalent demonstrable experience) is essential, along with project management experience or qualifications (e.g. PRINCE2)
- Significant knowledge of information management systems and databases
- Experience leading system development and support services, ideally within a social care or public sector environment
- Strong project management skills with experience delivering complex system changes to tight deadlines
- Experience managing suppliers and stakeholder relationships
- A strong understanding of data quality, governance, and reporting requirements
- Excellent communication and interpersonal skills, with the ability to influence at senior levels
- A collaborative leadership style with a positive, solutions-focused attitude
- The ability to manage competing priorities, work independently, and lead change effectively

- £44,075 - £47,181 per year
