    The Housing and Homelessness Service is a very busy environment  and faces several challenges to meet the housing needs of citizens of Coventry. The team have grown significantly during the last 12 months, and this reflects the fact that Housing & Homelessness are now a key council priority.

    The team are responsible for the delivery of the following service functions:

    • Provision of the statutory homeless service

    • Provision of temporary accommodation

    • Management of the housing register

    • Coordination of support to citizens rough sleeping

    • Commissioning of homeless services, and

    • Responsibility for housing strategy

    The Council has a strategic vision that is clearly set out in both the Housing & Homelessness and the Rough Sleeping Strategies, which were both approved in 2019.

    What is the job role?

    Are you ready to shape the future of supported housing in Coventry? This is a high-impact role at the heart of a rapidly evolving agenda, offering a unique opportunity to influence systems, improve quality, and deliver better outcomes for some of the city’s most vulnerable residents.

    As the Supported Housing Strategy Manager, you will play a central role in developing and delivering Coventry’s Supported Housing Strategy. Working closely with colleagues across Housing and Homelessness, you will lead on shaping a complex and dynamic system, bringing together partners, providers and stakeholders to ensure a coherent, high-quality offer across the city.

    This is a role that combines strategic thinking with practical delivery. You will influence how services are designed, commissioned and monitored, while ensuring that standards are upheld and that provision meets both local need and national expectations. You will also be responsible for the management of a small team of officers who have the responsibility of working with providers to improve the quality of existing provision in the city.

    You will lead the development and implementation of the Supported Housing Strategy and its associated delivery plan, using robust data, insight and market intelligence to shape services and drive improvement. You will work collaboratively with a wide range of partners, including Adult Social Care, the NHS, Police, and voluntary sector organisations, to ensure a joined-up approach to supported housing across Coventry.

    A key part of the role will involve overseeing performance, compliance and quality across the sector. This includes developing effective monitoring frameworks, coordinating inspections and audits, and working proactively with providers to support continuous improvement. Where issues arise, you will coordinate multi-agency responses to address risk and ensure that standards are met.

    You will also lead transformation activity, including the development of new service models and funding bids to expand and improve supported housing provision. Central to all of this is a strong focus on outcomes, ensuring that people with lived experience are heard and that services genuinely meet their needs.

    Who are we looking for?

    You will bring experience of working in housing, commissioning, adult social care or a related strategic environment, with a strong understanding of supported housing systems and regulatory frameworks. You will be comfortable operating at both a strategic and operational level and be able to translate complex data into clear plans and actions.

    Strong partnership working skills are essential, as is the ability to influence, negotiate and build relationships across organisational boundaries. You will be confident leading projects, managing competing priorities and driving change in a complex environment.
