We are recruiting for aStreetWorks Compliance Inspector to join our Compliance and Technical Operations team.

Role Purpose:

To provide high quality inspection, recording and reporting on statutory undertakers works, Council promoted works, their contractors and highways activity organisers, so as to ensure compliance with conditions stipulated in permissions for these works, or activities (including events) taking place on the borough’s public highway network, ensuring works are carried out in a safe manner and complies with legislative requirements

Key Responsibilities:

To validate the accuracy of Permit Condition data as supplied by the works promoter and carry out performance monitoring as required under the legislation, providing accurate and concise documentary evidence (including photographs) for live sites, reinstatements, Fixed Penalty Notices (FPNs) and s74 performance.

To manage activities and work streams responsible for ensuring compliance with current, applicable, and relevant legislation, technical guidance, and Approved Codes of Practice (ACoPs) etc, including having due regard to and complying in particular with the following:

  • Traffic Management Act 2004
  • Road Traffic Regulation Act 1984 (as amended)
  • New Roads and Street Works Act (NRSWA) 1991
  • Specification for the Reinstatement of Openings in Highways – 4th Edition
  • Safety at Streetworks and Roadworks Code of Practice
  • Highways Act 1980
  • The Traffic Signs Regulations and General Directions 2016
  • Equality Act 2010

Requirements:

In order to feed into the objectives above, the postholder will require working experience of compliance of ‘street works’ and ‘works for road purposes’ and related activities, including sample (Category A, B and C) inspections, defect inspections, works inspection reports/diagrammatic illustrations, investigatory inspections and works, inspection of works under s50 license, overrun charges, compliance with Traffic Signs manual in particular the Safety at Streetworks and Roadworks Code of Practice.

Knowledge and experience required of the supervision and management of NRSWA 1991 inspections, street works coordination, SRoH, street works safety code of practice and charges related to unreasonably prolonged occupation of the highway.

The postholder will require valid supervisor level certificates from S1 to S7 issued by the Street Works Qualifications Register.
