The Private Sector Housing Team is committed to delivering fair and effective debt recovery solutions that support landlords and tenants while safeguarding council resources. We are seeking a skilled and motivated Specialist Recovery Officer to join our team and help us achieve successful outcomes in a fast-paced environment.
About the Role
As a Specialist Recovery Officer, you will:
- Manage and recover outstanding debts primarily owed to the Consumer Protection and Regulatory Services, with priority to Private Sector Housing Team debt.
- Negotiate repayment plans with landlords and businesses, ensuring compliance with legal and regulatory frameworks including the Housing Act 2004.
- Take appropriate enforcement action where necessary, including Small Claims court and Tribunals.
- Maintain accurate records and audit trails in line with council policies
- Work collaboratively with internal teams and external agencies to resolve complex cases
- Provide clear advice and guidance to customers on debt repayment options and financial support
Key Responsibilities
- Proactively manage a caseload of debt recovery cases to meet performance targets
- Ensure all actions comply with relevant legislation and council procedures
- Prepare and process legal documentation for enforcement and court proceedings
- Audit and monitor accounts for accuracy and completeness
- Respond promptly to customer queries and maintain high standards of service
- Work to tight deadlines in a fast-paced environment while maintaining attention to detail
What We’re Looking For
- Strong knowledge of debt recovery processes and relevant legislation
- Excellent negotiation and communication skills
- Ability to work under pressure and meet strict deadlines
- Good auditing, record-keeping, and attention to detail
- Ability to follow instructions and adapt to changing priorities
- Proficiency in IT systems, including case management databases and Microsoft applications
- Experience working in a customer-focused environment with empathy and professionalism

Salary range
- £42,060 - £43,680 per year
