Good Growth is responsible for delivering and implementing the Mayor’s environment, transport and economic strategies and for the effective implementation of the London Plan. The Directorate is also responsible for regeneration (where the programme is not housing led), enterprise, growth, capital projects and design work.

About the team

The Energy Transition team at the GLA is focused on delivering the Mayor’s vision for a cleaner, greener, healthier city for all Londoners. The team’s work is fundamentally about reducing inequality through a just energy transition. This involves amongst other things supporting the decarbonisation of homes, hospitals, schools and other buildings across the capital alongside supporting Londoners to play a direct role through community energy projects and improving our sustainability through reducing waste.

This will help to protect Londoners from fluctuating energy costs and fuel poverty, support better energy security, grow the energy jobs market, improve the comfort and health of Londoners by making sure homes are cooler in summer and warmer in winter and save the public sector money on bills that can be better spent on essential services.

About the role

This newly created role will oversee the strategy and systems work of the Energy Transition team. Working alongside the delivery arm, this senior leader will ensure that there is robust policy to support all our programme initiatives, provide strategic leadership on emerging energy and waste issues, ensure the effective use of levers like the London Plan and London Energy Mission in delivering a just energy transition and support joined up working across the wider GLA in service of Mayoral priorities in relation to energy, environment and beyond.

This role will work closely with other policy teams, communications leads, the Mayor’s Office, external stakeholders and delivery teams to ensure that all our work is in the best interests of London, informed by sound evidence and impactful, always.

What your day will look like

· Briefing senior leaders, the Mayor’s Office and Deputy Mayors on key policy matters

· Overseeing the preparation of reports and evidence to support the work of the team

· Engaging with internal and external stakeholders, including ReLondon housing and infrastructure colleagues, industry, community groups, public sector bodies and cultural institutions

· Providing strategic input into delivery work and overseeing the production of reporting, briefings and other written outputs to supplement delivery

· Developing key positions for London in relation to Energy Transition, responding to developing regulatory frameworks, legislation, and policy announcements from government and proactively delivering on the Mayor’s strategic objectives

· Working closely with peers across the team and wider unit to provide inclusive leadership and drive a high performance culture where team members are valued and supported to operate at their best and feel fulfilled

Skills, knowledge and experience

To be considered for the role you must meet the following essential criteria:

1. Experience leading a diverse team at a senior level, a track record of building a high-performing and inclusive culture, and ability to ensure the team is aligned with organisational priorities

2. Evidence of successfully leading teams to develop and implement strategies and systems change in a relevant field, with experience in working on complex, ambiguous and high-profile policy areas that involve competing priorities and trade-offs.

3. Ability to provide impartial advice to senior officers and politicians in a complex political environment.

4. Experience of leading teams to prepare high-quality, clear and concise written reports, speeches and briefings on complex issues for a range of different audiences.

5. Experience of successful commissioning and management of research and consultation ensuring a responsible use of resources.

6. A sound understanding of climate change, decarbonisation, energy and/or other related topics in an urban context.

Benefits

GLA staff are hybrid working up to 3 days a week in our offices and remotely depending on their role. As part of this, you will need to split your time between home working and coming into the office.
