Senior Estates Surveyor

Grade 3: £41,771–£48,226 per annum
Plus a 10% market supplement and £2,278 benefit allowance
Current total annual package: £48,226–£55,327

Permanent 37 hours per week
Location: Muriel Matters House, Hastings, with hybrid working (3 days in the office per week)

Hastings Borough Council is looking for an experienced Chartered Surveyor to take a leading role in the professional management of our land and property portfolio.

This is an opportunity to lead complex property transactions, provide strategic advice and help shape the Council’s approach to asset management, investment and regeneration. You will manage a varied caseload, supervise other property professionals and see the impact of your work across Hastings.

About the role

As Senior Estates Surveyor, you will lead the professional management of the Council’s non-operational land and property assets. You will provide expert valuation, estate management and asset management advice to support the Council’s financial, operational and regeneration objectives.

Your work will include:

  • Managing commercial property assets and complex landlord and tenant matters.
  • Leading rent reviews, lease renewals, lease restructures and service charge matters.
  • Negotiating acquisitions, disposals, licences, easements, development agreements and other property transactions.
  • Supporting compulsory purchase and land assembly matters.
  • Undertaking asset valuations for financial reporting and other purposes.
  • Identifying opportunities to improve income, generate capital receipts and maximise the value of the Council’s assets.
  • Contributing to the development and delivery of the Council’s Asset Management Plan.
  • Providing strategic property advice to senior officers, elected members, Cabinet and committees.
  • Preparing professional reports, briefings and recommendations on complex property matters.
  • Managing the performance of external property consultants and contractors.
  • Supporting regeneration, investment and other high-profile projects across the borough.
  • Line managing the Estates Surveyor and providing professional guidance to other members of the team.
  • Deputising for the Property and Commercial Assets Manager when required.

You will exercise professional judgement on matters that may have significant financial, legal, operational or reputational implications for the Council.

About you

You will be a Chartered Surveyor with substantial experience in estates management and commercial property. You will combine strong professional knowledge with commercial awareness and an understanding of the responsibilities involved in managing public assets.

You will need:

  • Chartered Surveyor status through the Royal Institution of Chartered Surveyors - MRICS or FRICS.
  • Relevant post-qualification experience in estates management.
  • Significant experience managing commercial property portfolios.
  • A proven record of leading complex property transactions and negotiations.
  • Strong knowledge of landlord and tenant legislation, valuation principles and relevant professional standards.
  • Experience providing clear and pragmatic professional advice to senior stakeholders.
  • The ability to analyse complex property matters, assess risk and make well-reasoned recommendations.
  • Excellent communication, negotiation and influencing skills.
  • Strong written communication skills, including the ability to prepare detailed professional reports for different audiences.
  • Experience supervising, managing or professionally supporting other staff.
  • Good digital skills, including experience using property and mapping systems.
  • The ability to travel independently throughout the borough and undertake property and site inspections.

Experience in local government or the wider public sector would be advantageous, but it is not essential.

Market supplement (Plussage)

A market supplement equivalent to 10% of basic salary is currently payable in addition to the Grade 3 salary. The supplement reflects current recruitment and market conditions and will be reviewed every 12 months in accordance with the Council’s Market Pay Policy.

Following a review, the supplement may be reduced or withdrawn where the available market evidence no longer supports its continued payment.
