Lead Structural Solutions: Senior Engineer – Asset Owner & Technical Enquiry Management (Structures)

About the Role
We are seeking an experienced Senior Engineer – Asset Owner & Technical Enquiry Management (Structures) to lead the enquiry management interface for highway structures and geotechnical assets across Derbyshire. This role is pivotal in providing expert technical solutions to stakeholder queries and ensuring a joined-up approach to asset management and inspection.

You will act as the principal coordinator for all technical enquiries, oversee investigations, and commission remedial works where required. Working closely with inspection teams, internal colleagues, and external partners, you’ll ensure statutory obligations are met and customer service standards are upheld. This role also involves deputising for the Structures Commissioner in strategic forums and partnership engagements.

Key Responsibilities
• Lead the management and response to all enquiries relating to highway structures and geotechnical assets.
• Undertake site visits and ad-hoc inspections to assess reported issues and specify solutions.
• Work closely with the Structures Asset Management team to review inspection reports and prioritise defects.
• Support the development of technical policies, specifications, and standards for structures management.
• Ensure compliance with Health & Safety legislation, CDM regulations, and Technical Approval procedures (CG 300).
• Manage devolved budgets and maintain accurate records within asset management systems.
• Mentor junior officers and support professional development pathways.
• Deputise for the Structures Commissioner in public forums and strategic meetings.

About You
• Substantial experience in the management, inspection, or design of highway structures and/or geotechnical assets.
• Strong knowledge of DMRB standards, statutory obligations, and safe working practices.
• Excellent communication skills with the ability to explain complex technical issues to non-technical audiences.
• Proven ability to lead and develop technical teams.
• Commitment to safety, customer service, and continuous improvement.

Essential Qualifications and Experience
• Relevant professional qualification in Civil or Structural Engineering.
• Significant experience in structures management backed by specialist knowledge.
• Demonstrable experience in technical enquiry management and stakeholder engagement.

Desirable
• Membership of professional institutions (e.g., ICE or IStructE).
• Chartered or Incorporated Engineer status.
• Experience in public sector commissioning or procurement processes.
• Knowledge of ISO9001 quality management systems.
