About the Role
We are seeking a highly skilled Senior Engineer – Asset Management (Flooding & Drainage) to lead the strategic planning and management of highway drainage assets across Derbyshire. This role is critical to ensuring the safety, resilience, and sustainability of the network through evidence-based asset management and long-term investment planning.
You will oversee inspections, condition assessments, and lifecycle planning for drainage assets, ensuring compliance with national standards and statutory obligations. Working closely with internal teams, external partners, and contractors, you’ll provide expert technical advice, manage budgets, and contribute to the council’s climate change objectives by embedding sustainability into asset strategies.
This is a senior technical role requiring strong leadership, analytical skills, and a commitment to innovation and continuous improvement.

Key Responsibilities
• Lead the development and delivery of countywide drainage asset management programmes.
• Manage inspections, surveys, and condition assessments in line with national standards.
• Analyse asset data to inform lifecycle planning and investment strategies.
• Prepare and manage annual and multi-year maintenance and renewal programmes.
• Act as project sponsor for capital and revenue-funded improvement schemes.
• Provide expert technical advice to internal teams and external stakeholders.
• Oversee contractor performance and ensure compliance with specifications.
• Champion innovation and digital tools for asset monitoring and reporting.
• Ensure compliance with Health & Safety legislation, CDM regulations, and statutory obligations under the Flood and Water Management Act 2010.
• Deputise for the Commissioner in strategic forums and partnership engagements.
About You
• Significant experience in highway asset management, including drainage and flood risk.
• Strong knowledge of asset management principles, lifecycle planning, and risk-based prioritisation.
• Proficiency in GIS, asset mapping, and data analysis.
• Excellent leadership and stakeholder engagement skills.
• Commitment to sustainability, resilience, and continuous improvement.
Essential Qualifications and Experience
• HNC/HND or equivalent in Civil Engineering or related discipline.
• Demonstrable experience managing asset management programmes and technical teams.
• Strong understanding of relevant legislation and technical standards.
Desirable
• Membership of professional institutions (e.g., ICE, CIHT, IHE, CIWEM).
• Project management qualifications (e.g., PRINCE2, APM).
• Experience with ISO55000 or other asset management frameworks.
• Health & Safety qualifications (e.g., IOSH, NEBOSH).
