Strategy and Communications sits at the centre of the organisation, bringing together several teams with organisation-wide remits and mutual collaboration opportunities. The work of the directorate’s teams includes delivery of major events, designing and leading public affairs or marketing campaigns, providing data, evidence and analysis, leading cross-organisational programmes, to making sure we plan for and can respond to emerging events or emergencies in our city.
About the team
The StratComms team sits within the External Relations unit. Our role is to help the Greater London Authority communicate more cohesively, more coherently, and with greater impact. We ensure that the organisation reaches the right audiences with priority messaging.
About the role
The Senior Communications Analyst will provide actionable insight around narratives about London, its leadership, and its policy priorities. The Senior Communications Analyst will also provide robust analysis on the salience and efficacy of the GLA’s own communications, including supporting campaign evaluation.
Responsibilities include providing rapid analysis following key events, as well as ongoing monitoring and evaluation of both campaigns and external narratives.
This role relies on coordinating insight from a combination of measurement and monitoring tools, as well as incorporating feedback and insight from stakeholders, qualitative research and communications best practice.
The Senior Communication Analyst will brief senior stakeholders across the GLA, including providing actionable recommendations that are sensitive to the communications and political environment.
What your day will look like
- Building, updating or reviewing automated dashboards to monitor campaigns and communications
- Using analysis tools to monitor narratives about London
- Writing briefs for senior stakeholders, combining analysis from multiple platforms and sources to create a complete picture of the communications landscape
- Presenting findings on new and emerging narratives about London, its leadership, or key policies
- Contributing to end-of-campaign evaluation reports with measures of effectiveness and recommendations for future work
- Working with campaign leads to establish KPIs and benchmarks for new campaigns
- Working closely and collaboratively with stakeholders across the GLA
Skills, knowledge and experience
Technical requirements/experience/qualifications
- Experience of open-source monitoring and analysis, collection methodologies, and ability to formulate robust predictive or deductive assessments.
- Expertise in platforms including Brandwatch (including social media management), Meta Business Suite and Ads Manager, Spike/Newswhip, and Supermetrics
- Expertise in learning and adopting new data and reporting platforms, as well as managing external agencies and data providers
- Expertise in building automated dashboards and other reporting mechanisms to monitor and evaluate communications performance
- Experience producing high-quality reports and recommendations in time-sensitive environments, ideally in emergency response, crisis communications or political settings.
- Understanding of current affairs, international relations, and developments affecting London.
- Understanding of information management principles and data protection legislation and their workplace applications.
- High-level communication skills with a track record of advising decision makers and staff on complex issues.
- Experience building and maintaining working relationships across professional boundaries.
Desirable and Other Considerations
- Experience in communications , crisis management and/or intelligence analysis is desirable.
- Ability to work on weekends or out of hours, if required
- Willingness to undergo (if required) National Security Vetting and Metropolitan Police Non-Police Personnel Vetting; residency in the UK for five years required.
JOB DESCRIPTION:
Job purpose
- To develop and deliver specialist data and statistical analysis and research to support communications development and delivery for the GLA and wider London organisations.
- To form and deliver robust recommendations on the salience and efficacy of narratives and communications, including evaluation of campaigns produced by the GLA as well as analysing external narratives about London, the Mayor, and his policies. This includes rapid analysis following key events, as well as ongoing monitoring and evaluation of GLA campaigns and external narratives.
- Disseminate finding and recommendations this to a range of internal and external audiences by writing high quality briefings, publications, and presentations.
Principal accountabilities
- Provide expert analysis and interpretation of complex datasets and reporting insights to provide an evidence base for meeting a wide variety of intelligence and insights needs. Lead projects with limited supervision to the highest standards
- Provide robust, evidence-based recommendations for communication and campaigns, based on data and insight from multiple data streams and platforms. Collaborate closely with social, marketing, press and campaigns teams to ensure insight informs content strategy, audience targeting and campaign planning
- Provide rapid-response insight on emerging topics and narratives, reputational risks or viral content, supporting fast-paced communications and newsroom-style operation. Contribute to GLA’s crisis response capability when required.
- Develop new measures and indicators to monitor narratives about London and the impact of major policies, using in-house, platform native, bespoke and external tools (see below).
- Lead on social media analytics and performance reporting across owned and paid channels, including the development of automated dashboards and end-of-campaign evaluation reports. Identify and surface audience behaviours, content trends and platform shifts, ensuring the organisation remains insight-led and adaptive
- Confidently use and tailor a wide variety of monitoring and measurement tools for maximum insight, as well the ability to adapt and integrate additional data sets (such as polling) and data providers (from external or agency partners).
- Develop new data tools and reproducible data pipelines to automate reporting from different datasets and data providers (including those mentioned above) and incorporate these into key dashboards and reporting products
- Disseminate evidence to a wide variety of internal and external audiences via a range of high-quality published reports, oral presentations, and written briefings to encourage robust strategy and policy development. Present insights confidently to a range of stakeholders, including senior leaders, translating findings into clear narratives and strategic recommendations.
- Support a range of internal and external stakeholders in their own reporting and analysis in the functional bodies, London boroughs and other organisations, through organising analyst user group meetings, and providing support, advice and training on specialist topics
- Manage staff and resources allocated to the job in accordance with the Authority’s policies and Code of Ethics and Standards.

GLA staff are hybrid working up to 3 days a week in our offices and remotely depending on their role. As part of this, you will need to split your time between home working and coming into the office.
