Derbyshire County Council is continuing to strengthen its One Council approach, bringing together Business Services into a single, professional, and collaborative function that supports services to deliver the best possible outcomes for residents. Derbyshire County Council is now looking to invest in its management capacity and appoint two new Senior Business Services Managers to play a pivotal leadership role within our Business Services function.

This is a key senior management post, responsible for leading and delivering an innovative, efficient, and professional business services offer across the Council, supporting our wider senior leaders and operational teams to deliver high‑quality services to our Derbyshire residents.

About the role

As Senior Business Services Manager, you will:

  • Lead collaboratively, building trusted relationships with senior leaders, operational teams, and corporate support services to deliver an effective business‑partnering model
  • Champion innovation and continuous improvement, leading the development of streamlined processes, new ways of working and service redesign to improve quality, efficiency, and outcomes
  • Empower managers and teams, creating a positive, inclusive culture that encourages accountability, flexibility, professional development, and shared ownership of performance
  • Translate business and operational priorities into effective workforce planning, resource allocation, service standards, and performance management
  • Drive consistent delivery of high‑quality business services through agreed service level agreements, performance indicators, and continuous review
  • Take accountability for financial management, ensuring responsible stewardship of budgets, achievement of savings targets and value for money
  • Work across boundaries with Digital, Property, HR, Legal and Democratic Services to ensure joined‑up, customer‑focused support to departments
  • Support the Head of Business Services in the delivery of strategic initiatives, business continuity planning, risk management, and service redesign

This role requires confident leadership, sound judgement, and the ability to work with sensitivity and professionalism in a complex, politically aware environment.

About you

You will bring:

  • Substantial senior management experience within a complex organisation
  • A strong track record of leading business services or corporate support functions, with a collaborative and empowering leadership style
  • Experience of managing budgets, resources and performance with clarity, transparency and accountability
  • Proven ability to lead and sustain change, delivering improvements through engagement, innovation and partnership working
  • Excellent communication and influencing skills, with the confidence to work constructively with senior stakeholders
  • A relevant professional qualification or equivalent significant experience at senior level

Experience within a local authority or public sector setting, and knowledge of business process improvement approaches (such as Lean or agile), would be advantageous.
