
Recruitment Manager
Location: Lynton House,Ilford/Hybrid
Permanent – Full time
We are looking for an experienced Recruitment Manager to lead a team of Recruitment Specialists and take the lead on modernising the end-to-end recruitment and onboarding process.
The Recruitment Manager will oversee all recruitment activities within the council, including permanent and temporary recruitment, as well as entry-to-work and social value programs. Additionally, the role will manage relationships with suppliers, commercial partners, and contracts, collaborating closely with HR and Finance Business Partners and stakeholders to build the council’s capacity through effective resourcing, while ensuring compliance with all relevant standards and guidelines.
Main accountabilities
- This role will specifically focus on: *list not exhaustive as other projects may come up which take greater priority.
- Supporting then Head of Resourcing in process engineering of the complete recruitment and onboarding cycle.
- Task management of the teams’ deliverables (currently 6 staff)
- Ensuring spend control measures for recruitment are followed and adhered to per Workforce Spend practice
- Review and design of new recruitment policy to include redeployment, secondment, honorariums and acting ups
- Review current recruitment tools (currently iTrent) and make assessment on suitability
- Producing MI on recruitment activity, temp and perm from the recruitment system and other tools available across the council.
- Support Head of Resourcing with executive senior management recruitment
Your responsibilities in this role will include:
- Leading, managing and motivating a team of Recruitment Specialists
- Building and maintaining effective working relationships with hiring managers, providing an excellent recruitment experience for both managers and candidates
- Taking a leading role in digitalisation projects, including developing a recruitment microsite, redesigning our internal HR system ‘iTrent’ and helping to develop an employer brand and increasing awareness of the organisation via social media
- Working closely with HR colleagues and staff networks on developing an Equality & Diversity agenda for recruitment
- Lead a review on the organisation’s recruitment tools and processes, providing advice and guidance and subsequently supporting the implementation
- Managing our agency managed service provider contract, including regular reporting on agency usage and spend
- Leading on right to work and immigration compliance, including use of the UKVI SMS system
- Support and manage recruitment spend control across the Council.
To be successful in this role you will have a strong recruitment background with excellent IT skills and experience of managing teams. You will be driven by developing high quality, trusting relationships with a range of senior people as well as having a passion and clear understanding of the importance of having an ED&I agenda. Ideally you will also have previous experience of developing social media presence and building an employer brand. Experience of UKVI immigration and managing supplier contracts is also required.

Salary range
- £61,653 - £65,181 per year
