Hastings Borough Council is looking for a dynamic and experienced Property Services Manager to lead the strategic and operational management of its residential housing stock.

About the Role

The Council has made a bold commitment to expanding its housing portfolio and delivering new council homes. As Property Services Manager, you will oversee the management, maintenance and development of our owned and leased residential properties, ensuring they are safe, efficient, well-maintained and genuinely meet the needs of our community.

You’ll lead the Property Services Team, including Housing Management, Income Recovery and Operational staff, to deliver a customer-focused service that meets legal requirements and drives up housing standards. You will also be instrumental in delivering our decarbonisation plan, shaping our Housing Asset Management Strategy, and ensuring robust health and safety compliance.

About You

We’re looking for an experienced housing professional who can lead confidently and collaborate effectively. You’ll be proactive, strategic and able to deliver at pace. You’ll bring:

• Significant experience in property and tenancy management, ideally in a local authority or registered provider setting
• Strong knowledge of housing asset management, HHSRS, decent homes standards and contract procurement
• Experience managing carbon reduction and energy efficiency programmes in residential housing
• The ability to lead and motivate staff, prioritise under pressure and work collaboratively across services and with external partners
