PROPERTY & ESTATES SUPPORT OFFICER (MATERNITY COVER - TEMPORARY UP TO 12 MONTHS)

About the Role:
As Property & Estates Support Officer you will support the effective management of the Council’s land and property portfolio. Working with the Estates & Asset Manager, you will assist with lettings, lease administration, property inspections, asset records, valuation work, tenant liaison and associated financial administration, helping to protect the Council’s interests and provide a responsive service.
What You Will Do:
You will administer day-to-day estate management matters across the Council’s commercial property portfolio, including lease renewals, rent reviews, tenant enquiries, licences and disputes, escalating complex or professionally reserved matters to the Estates & Asset Manager.
You will assist with negotiations for the sale, purchase, lease or temporary use of land and buildings and coordinate arrangements through to completion. You will liaise with the Estates & Asset Manager on the appropriate marketing of properties to maximise rental and sale potential, conduct viewings and inspect property.
You will support the annual asset revaluation programme by ensuring that information is current and accurate. You will maintain the Council’s asset register, property management and GIS systems, manage the ELF Asset Management System and help collect and organise corporate land and property data.
The role also includes liaising with Property Officers, the Engineering Officer and contractors to ensure repairs and maintenance are completed to the required standard and within budget; monitoring tenants’ compliance with relevant requirements such as health and safety and insurance; preparing inventories and check-out reports; arranging emergency contractor works where needed and supporting minor repair instructions.
About You:
- Experience of land and property valuations and negotiations, together with relevant experience in property and estate management.
- A-levels, a BTEC Diploma or an equivalent qualification.
- Knowledge of landlord and tenant legislation and its practical application.
- Excellent written and verbal communication, customer care, report-writing and presentation skills.
- Computer literacy, including experience of Geographical Information Systems (GIS).
- The ability to work and cooperate with staff at all levels, organise work effectively and perform under pressure.
- A full driving licence. Reasonable adjustments will be considered where a disability precludes this requirement.
Desirable:
- A RICS-accredited degree or diploma in Estate Management, or another relevant degree.
- Membership of the Royal Institution of Chartered Surveyors.
- Experience of working in local government and knowledge of funding from development agencies.
- Commercial and industrial development experience.
- Demonstrable working knowledge of health and safety legislation.
