Are you passionate about making a real difference in local government? Winchester City Council is seeking an experienced Project Manager to drive the successful delivery of our Local Government Reorganisation (LGR) programme.
This is an exciting and unique opportunity to play a pivotal role in shaping the future of local government services and ensuring smooth implementation of organisational change.

What you’ll do:

  • Manage and coordinate the day-to-day delivery of the LGR programme, ensuring projects are planned, monitored, and delivered effectively.
  • Maintain and update programme plans, timelines, milestones, and interdependencies.
  • Lead initiation, planning, and delivery of assigned projects within agreed timeframes and budgets.
  • Engage with internal and external stakeholders to build strong relationships and ensure successful implementation.
  • Track and report benefits, risks, and issues, escalating where necessary.
  • Prepare clear, timely reports and dashboards for senior stakeholders and elected members.
  • Support governance processes and prepare materials for steering groups.
  • Manage LGR Project Officer.

Who we are looking for:

You’ll thrive in this role if you are:

  • A confident communicator who can engage and influence at all levels.
  • Highly organised with strong planning and problem-solving skills.
  • Able to present complex information clearly to diverse audiences.
  • Proficient in Microsoft 365 and familiar with project management tools.
  • Experienced in Local Government Reorganisation or similar large-scale change programmes.
  • Skilled at working collaboratively with senior leadership and external partners.
  • Comfortable working at pace and adapting quickly in a dynamic environment.
  • Recognised Project Management qualification (e.g. Prince2 Practitioner, Associate for Project Management, Agile) or have equivalent project management experience.
