Why Southwark?

Like many London boroughs, Southwark Council is experiencing an extreme housing shortage and has over 16,000 households on its housing waiting list. The council took assertive action to tackle the housing crisis locally establishing a dedicated team that has already delivered over 2500 new council homes and is currently set to deliver a further 1000 new homes by May 2026.

To continue our commitment to deliver high quality new homes for residents Southwark Construction is looking for an experienced Programme Manager to join our dynamic Programme Management Office.

What You'll Be Doing

This position reports directly to the Senior Programme Manager and involves close collaboration with Strategic Leads to support the successful delivery of high-impact initiatives across two core areas of our work.

In the area of new business, you will be responsible for coordinating and tracking progress across a range of critical workstreams within our development pipeline. Your role will be instrumental in driving performance, ensuring that key milestones are met, and producing high-quality reports that support informed strategic decision-making.

You will also play a central role in the coordination of our estate renewal programme. This includes aligning and streamlining regeneration activities and identifying opportunities for process improvement. You will work closely with senior stakeholders across housing, planning, and delivery teams to ensure a cohesive and effective approach.

In addition to these responsibilities, you will support the Senior Programme Manager in overseeing programme planning, managing risk, and tracking performance across the broader portfolio. This is an exciting opportunity for someone with strong coordination skills, a strategic mindset, and a passion for delivering meaningful change in the build environment sector.

What We're Looking For

We’re seeking a confident, personable and capable programme manager with experience in housing, regeneration or development. You’ll be comfortable managing complex, multi-stakeholder programmes and skilled in:

  • Programme planning, reporting and proactive intervention
  • Resource coordination and performance monitoring
  • Collaborative working across departments
  • Delivering high-quality outcomes for residents

Your ability to bring structure, clarity, and momentum to large-scale programmes will be key to your success.

Southwark Construction is the councils dedicated, and highly motivated team established to deliver on the Council’s ambitious programme to deliver 11,000 new homes by 2043. Our programme is one of the largest local authorities led programmes nationally and our projects are award winning.

Southwark Council is at the forefront of the Council Homes 100 campaign which calls on government to take urgent action to fix the broken council housing system to be able to deliver its housing promises.
