Salary: £39,035- £41,112pa

Closing date: 3 November 2025 at 9am

Interview date: w/c 10 November 2025

We are looking for a highly organised and motivated individual who has an interest in development, policy and data. You will be someone who has a passion for planning and for the positive changes it can bring in housing, employment, and other areas. You will play a key role in improving and streamlining our data collection and analysis processes, and communicating the successes, opportunities, and challenges that Elmbridge faces in delivering on its development targets. You will be outward-looking and able to work well with colleagues across planning and the wider council, as well as with external stakeholders and residents.

This role is key to helping the Planning & Environmental Heath maintain its reputation for delivering an excellent planning service to all our customers and would be particularly suitable for a recent planning / environmental studies graduate.

This role will assist in the preparation of evidence base studies and produce data to support the new Local Plan and other planning policy projects. This will include monitoring and reporting on developments, monitoring housing delivery, affordable housing, land use, and sustainability outcomes. You will also play a key role in providing and analysing statistics on the Councils’ planning performances.

Beyond your monitoring role, you will have the opportunity to contribute to the policy work of the team, assisting with consultations, responses to national and regional policy changes, and policy development, and this role would be an excellent opportunity to enhance your skills and expand your experience within the planning sector. Working with the support of the wider management team, you will be enthusiastic, motivated and have excellent interpersonal skills including the ability to communicate with a wide variety of customers of the service.

You will see the other essential criteria in the person specification, but it’s your approach to work that will be your main asset.

Whether you are a planning manager, officer, or trainee you will understand that you have an important role to play in helping us to shape Elmbridge. You will be supporting our residents and helping them to understand the role good planning makes in shaping an area.
