About the role 
 
We are looking for an External Funding Officer to join the Policy, Project and Improvement team. 
 
You will be expected to work across the Council, supporting services to successfully secure increased levels of external funding. As part of this role, you will be expected: 
 
 - To lead a proactive, strategic horizon scanning function to identify and assess current and emerging external funding opportunities aligned with council priorities. 
 - To work with services across the Council and develop partnerships to strengthen bid prospects and maximise funding outcomes. 
 - To provide clear recommendations to services, using data and expertise, on whether they should bid for external funding. 
 - To develop and manage data on planned and active bids and application success rates, to develop a clear picture of performance to present to senior managers and members. 
 - To identify, broker and manage strategic partnerships with external stakeholders to strengthen the Council’s funding bids and project delivery. 
 
This is a permanent full-time appointment, primarily based at Enfield Civic Centre, London EN1. Flexible working requests will be given consideration. 
 
About you 
 
We are looking for a highly motivated and enthusiastic individual with a commitment to making a difference to our borough. 
 
You will need proven experience in securing external funding, ideally for a local authority. You will need comprehensive knowledge of major UK, regional and NGO funding programmes and emerging funding initiatives, in the wider context of central government policies. 
 
You will need excellent communication skills and able to build relationships with senior stakeholders and elected members, providing evidence-based recommendations for bidding decisions. You will be able to manage competing priorities and have strong project management experience.

The Role

The Green Infrastructure and Climate Adaptation teams work closely together to deliver the Mayor’s ‘<a href="https://www.london.gov.uk/md3384-delivery-plan-delivering-greener-more-climate-resilient-london" target="_blank">Delivering a Greener and More Climate-Resilient London</a>’ mandate and delivery plan. The teams deliver against seven main projects/workstreams to enable Londoners to enjoy green and wild spaces across the capital, and for London to be resilient to extreme weather and the impacts of climate change.
We’re expanding our team to deliver this ambitious programme. We’re looking for three Senior Policy and Programme Officers (with potential for further roles) with experience and expertise in different aspects of green infrastructure. This is a unique opportunity to help achieve the Mayor’s ambition to make London a leader in green infrastructure and urban rewilding, ensure that London remains more than half green and to ensure more Londoners benefit from having green space near where they live.
<h2>About the role</h2>
Reporting to a Principal Policy and Programme Officer, you’ll spearhead a portfolio of work to develop policy and evidence, and to deliver green infrastructure projects and programmes. Our team is multidisciplinary, reflecting the breadth of our remit which includes parks, urban greening, trees, biodiversity,&nbsp;and rewilding plus cross-cutting issues, such as data &amp; evidence, strategy &amp; planning, green finance and more.
To succeed in this role, you will bring a good knowledge of environment policy and a proven track record of working effectively with stakeholders. You’ll need to be able to demonstrate your ability to communicate effectively with a range of audiences, preferably with some experience of doing this in a political environment, as well as strong project management skills. You’ll need to be comfortable working in a matrix way across thematic portfolios to align policies and outcomes and will be able to demonstrate how you can work effectively as a team player in a collaborative&nbsp;and fast paced environment. You will need to be able to demonstrate strong experience&nbsp;and knowledge of at least one of the following specialisms:

<li>Ecology, biodiversity and/or conservation land management with an understanding of the opportunities and challenges for recovering nature in urban areas</li>

The capacity to learn quickly and understand different parts of the GI sector is more important than deep knowledge of a specific topic. These roles will be focused on strategic green and blue infrastructure projects including rewilding and a clean and healthy waterways plan as part of delivering this term's mandate but may pivot with future terms and mayors.
The Mayor’s ‘<a href="https://www.london.gov.uk/md3384-delivery-plan-delivering-greener-more-climate-resilient-london" target="_blank">Delivering a Greener and More Climate-Resilient London</a>’ delivery plan is new and most of the Green Infrastructure team’s work is new, innovative and in the process of design and early implementation. You must be comfortable in working with ambiguity with minimal instruction, translating senior leader requests into action, communicating complex issues and programmes clearly, managing relationships in pressured situations and dealing with iterative change.
<h2>What your day will look like</h2>
<ul>
<li>Carrying&nbsp;out project management tasks and managing governance processes to track project spend and timelines, report progress, raise and mitigate risk and issues and facilitate programme decisions.</li>
<li>Translating Mayoral priorities into delivery through policy development, policy influencing and direct delivery.</li>
<li>Advising on and influencing the feasibility, deliverability and key outcomes of projects delivered by partners and grantees.</li>

 About the role</h2>
We are looking for an outstanding public health policy and strategy officer to support a portfolio of work that improves the health and wellbeing of Londoners.
Your role will support the Public Health Consultants, each of whom will have their own portfolio of work with GLA group functional body stakeholders delivering the Group’s agreed priorities, including the GLA Group ‘Health in All Policies’ (HiAP) programme and relevant Mayoral commitments.&nbsp;&nbsp;
This post will be primarily focused on housing and planning related activity. Whilst experience in this area is an advantage, it is not a requirement. You will lead on drafting required documentation and briefings, developing, maintaining and ensuring delivery of project plans, planning and setting up meetings, liaising with a wide range of senior colleagues across partner organisations.
We are a small team and you will also work closely with the GLA Group Director of Public Health and the wider team to deliver the Mayor’s priorities this includes contributing to the health in all policies skills programme and health resilience work.
 This role is based at London Fire Brigade’s Head Office (Union Street SE1 0LL).

<h2>What your day will look like</h2>
<ol>
<li>Support the implementation and embedding of the GLA Group Public Health function, including contributing to planning and project management of work.</li>
</ol>
<ol>
<li>Lead, contribute to and coordinate input from others to projects and briefings, on behalf of the public health team, as relevant to the Public Health Consultants’ portfolios. This could include identifying, monitoring, analysing and interpreting data and information from a wide range of sources under the managerial guidance of the consultant.</li>
</ol>
<ol>
<li>Be responsible for the scoping and development of other related public health projects identified in response to changes in Mayoral policy and ambition, GLA Group priorities, government policy direction, changes in the health and care system, public health needs or in other relevant areas of public policy.</li>
</ol>
<ol>
<li>Coordinate and contribute to various corporate processes, developing, maintaining and ensuring delivery of project plans as appropriate, planning and setting up meetings, liaising with a wide range of senior colleagues and, as part of a virtual team, working with partner organisations as required.</li>
</ol>

<li>Realise the benefits of London’s diversity by promoting and enabling equality of opportunities and promoting the diverse needs and aspirations of London’s communities, particularly in the context of the disproportionate impact of COVID-19 on some of those communities.</li>

<h2>Skills, knowledge and experience</h2>
To be considered for the role you must meet the following essential criteria:
<ul>
<li>An understanding of the issues associated with working in a complex political environment and the ability to negotiate and broker consensus within an organisation.&nbsp;</li>

<li>Understanding of the public health system and public health principles and practice is desirable, although applicants with strong transferable skills and experience will be considered.</li>
</ul>
<ul>
<li>Substantial experience of co-ordinating work across a number of stakeholders working in a partnership environment, which could include public sector agencies, voluntary and community groups and the private sector.</li>
</ul>
<ul>
<li>Good drafting skills, with the ability to produce or contribute to the production of concise, clear papers (in Word and PowerPoint format) for a range of meetings, committees and Boards.</li>
</ul>
<ul>
<li>Experience of working in multiple-project programmes and ensuring they deliver results on target and within budget, with first-hand experience of negotiation and monitoring issues and risks and effective monitoring and evaluation processes/ systems.</li>
</ul>
<ul>
<li>A qualification related to public health, or equivalent related experience, is desirable.&nbsp;

Audit and Standards Committee Independent Member
Wyre Council are looking to recruit an Independent Member who will join the council’s Audit and Standards Committee.
The Committee’s Terms of Reference can be found in the Council’s Constitution which is published on our website.
As an Independent Member you will play an important role in enhancing the skills, experience and knowledge of the Audit and Standards Committee and supporting it to continue as a cornerstone of our governance and assurance framework.
The Committee, may be required to meet up to five times a year at the Civic Centre in Poulton-le-Fylde and the usual term of office is 4 years.&nbsp; These are voluntary positions; however, appointed members will be issued with a council device allowing them to access all on-line papers and are also able to claim mileage and other reasonable out-of-pocket expenses.
