    As the winner of 2025 Institute of Economic Development Team of the Year, we're looking for an exceptional individual to join the team to support the programme management of regeneration schemes within the Economic Development service. You will be part of a forward thinking Programme Management team working on high profile, high impact investment schemes, such as Principle Towns, Pride in Place, SEAM phase 2, Health on the High Street, Goldthorpe Towns Fund, Levelling Up Fund, and any other key programmes using a variety of funding sources. These multimillion-pound schemes are building on our recent success with place-based town centre and high street regeneration, such as the Glass Works in Barnsley town centre, and will require you to work closely with a multi-disciplinary team, including skilled project managers experienced in the delivery of capital projects.

    The successful applicant will join a newly established Programme Management Office in the Programme and Place Management team; a specialist team within the Economic Development service responsible for ensuring the maximum value of these investments for the council, for the local economy, and for Barnsley’s communities.

    This is a career graded post. Applicants are welcome to apply for a Level 1 or a Level 2, and it should be stated clearly on the application form which level you wish to apply for.

    Your role:

    • You will contribute to the effective programme management of place shaping schemes for the purpose of improving the welfare and wellbeing of the residents of the borough, supporting successful, timely and cost-effective delivery of all requirements.
    • Place shaping programmes involve the intentional creation or modification of a place to enhance quality of life, promote growth, and support thriving, sustainable communities. This will include development and delivery of physical infrastructure.
    • You will support the relationships with external funders and ensure that the council fulfils our requirements, including reporting on progress, submitting claims and change requests, and monitoring the delivery of outputs and realisation of benefits.
    • You will ensure that governance processes are successfully implemented to make informed decisions through the provision of accurate and timely data and information.
    • You will build strong working relationships with teams in the council, including project managers, and with external stakeholders, to be able to support the resolution of issues and risks that may impact on the delivery of the schemes.
    • You will be a confident communicator, developing compelling narratives from quantitative and qualitative information, and conveying these messages to stakeholders through several media in order to achieve programme objectives.

    Salary range

    • £31,537 - £41,771 per year
