37 hours per week, fixed term for 12 months
£32,610 – £35,639 per annum ( inclusive of £2,997 Distant Islands Allowance )

The successful candidate will deliver the systems administration function for Resourcelink and Leave Management, including the monitoring, reporting and development of information systems used by Human Resources. You will support business improvement processes and ensure that data and systems are effectively managed and maintained across the organisation.

You will be responsible for managing HR IT systems, producing reports and statistical returns, supporting business planning and performance management activities, maintaining training records, assisting with surveys and equality monitoring, and providing management information to departments through the analysis and interpretation of data.

You should have an understanding of how IT can support effective business processes, computer and office systems, and performance management and reporting. You must have the ability to use a range of IT systems and Microsoft Office applications, accurately analyse data and produce reports, communicate effectively, prioritise workloads and work on your own initiative.

It is essential that you are educated to Higher/HNC/SVQ3 level in a relevant discipline, or have equivalent relevant experience in a systems-based environment.

Appointment to the post is fixed term for 12 months.

Salary for the above post is inclusive of Distant Islands Allowance. Appointment to the post will be on the first point of the grade.

JOB DESCRIPTION

DUTIES:
The main duties and responsibilities of the post are to:
1. Manage the HR IT systems – primarily Resourcelink and Leave Management this involves a comprehensive understanding of the systems ensuring that all timetables, upgrades, data and instructions are adhered to by Human Resources and employees.
2. Produce reports, returns and claims for submission to the Comhairle, the Scottish or UK Government and external bodies in line with guidance and timescales.
3. Be responsible for ensuring that data, processes and upgrades within the Resourcelink and Leave Management system are effectively managed.
4. Produce information to comply with Freedom of Information requests.
5. Assist the business planning and performance management function ensuring that all plans, reports and SPIs are completed timeously and accurately

.6. Provide management information to departments; this will include the analysis and interpretation of data and the dissemination the results.
7. Support learning and development activity across the Comhairle including the maintenance of training records.
8. Support the development of surveys and compile statistical returns.
9. Assist with the implementation of continuous improvement and change management activity across the Comhairle.


10. Assist with the statutory reporting and monitoring on equality and diversity matters.
11. Work with internal and external auditors as required on business planning information, SPIs, public performance reports and benchmarking.
12. Support the development of good internal and external communication including PPR reporting.
