Offshore Petroleum Health and Safety Manager

Starting Salary: £47,928 - £64,649 (Plus a 30% Market Supplement based on basic salary) - dependent on skills and experience.

Salary package also includes:

The post is for a fixed term of up to 4 years in the first instance with the possibility of extension. Secondment and Interchange opportunities will be considered.

THE OPPORTUNITY

This truly is an exciting opportunity in an unparalleled location. We are looking for new team members to join us and be involved at this critical point as we finalise and implement our new regulatory framework and start regulating a live oil industry here in the islands.

The Falkland Islands Government has recently granted its first regulatory approval for a field development and production programme, which is expected to start producing oil in 2028. This is an unrivalled opportunity to make an impact as we start our journey as an oil-producing country.

THE ROLE

The Offshore Petroleum Health and Safety Manager is responsible for leading a team of Inspectors within DMR, the Offshore Petroleum Health and Safety Manager deals with ensuring the regulation of offshore petroleum developments and takes full account of all Health and Safety aspects, through a robust inspection programme and the effective implementation of legislation, in line with Falkland Islands Government policy. The post holder will also contribute to the development of industry guidance, standards and operational strategy.

THE SUCCESSFUL CANDIDATE WILL:

  • Be able to demonstrate they have 7 to 10 years’ experience of working in Health and Safety regulation of the oil and gas industry, or another industry presenting major hazards, including reviewing and assessing Environmental Impact Assessments and Safety Cases.
  • Hold a Bachelor’s degree or equivalent in a health and safety discipline, or other evidence of suitable training and job experience to the offshore petroleum industry.
  • Hold a Master’s degree or Post Grad Diploma (or equivalent) in a health and safety discipline containing significant content relating to the offshore petroleum industry
  • Possess a valid OPITO Basic Offshore Survival Induction and Emergency Training (BOSIET) with Compressed air emergency breathing system (CA-EBS) or equivalent with additional OPITO Minimum Industry Training Standard (MIST).
  • Be able to demonstrate management or leadership experience in a relevant technical, regulatory, or enforcement environment.
  • Have strong and efficient research skills and the ability to gather, sift and understand large amounts of information to identify key trends and issues.
  • Have the ability to effectively conduct stakeholder engagement and public consultations.
  • Be proficient in database, productivity and presentation software such as Microsoft Excel, Powerpoint, etc.

  • Be able to deal credibly with elected members and Senior Civil Servants in addition to oil companies and their contractors, other leading members of the business community and the general public.
  • Have confidence to intervene on unsafe acts and conditions.
  • Be highly motivated and able to work on own initiative.
  • Possess a valid driving licence.
