We are looking for a proactive Licensing Officer to join our friendly and collaborative team at Hertsmere Borough Council. This is a great opportunity to be involved in the administration and enforcement of the entire range of licences dealt with by the authority.
The role involves the consideration, approval and enforcement in the following areas:
Alcohol and entertainment premises under the Licensing Act 2003, Premises and permits under the Gambling Act 2005, Street Traders, Pavement Licences, Scrap Metal Dealers Act 2013 and private hire and hackney carriage drivers, vehicles and operators.
You will also work closely with colleagues, partner organisations and members of the public to provide advice and resolve routine queries.
You will need to have a strong knowledge of most of the local government licensing functions and a clear understanding of related legislation covering enforcement activities such as the Police and Criminal Evidence Act 1984 and the Regulation of Investigatory Powers Act 2000. The ability to communicate at a professional level, such as writing and presenting reports to Licensing Committees as well as witness statements and, where required, giving evidence in court, are essential.
Experience in a local government licensing department would be advantageous, but we welcome applications from those with the required knowledge achieved in other organisations. Due to the nature of the borough a full driving licence is a necessity.
The post is offered on a permanent, full-time basis (36 hours per week).

Within the Licensing department, support officers are generally expected to be in the office at least 3 days a week, and should be flexible, willing and able to commute more often if required.

Salary range
- £35,136 - £39,620 per year
