About the role

Are you looking to join a council where community safety and licensing plays a key role in delivering high profile services? Our Licencing team works to improve public health and protect the safety of residents and visitors, whilst supporting businesses and licence holders to operate safely and efficiently. Compliance with the relevant licensing and regulatory regime is key.

Our Licensing team is passionate about delivering high class, customer-focussed services. We are looking for a dynamic and positive Licensing Officer to join us. Experience of working in a regulatory field and partnership working in resolving issues is key.

The primary purpose of this post is to support the delivery of the full range of licensing functions, including the Licensing Act 2003, gambling, hackney carriage and private hire matters, animal licensing and close personal services, ensuring compliance with national legislation, guidance and local policies. As a Licensing Officer, you will be instrumental in ensuring that the council meets its statutory obligations, taking regulatory and enforcement action where requirements are not met as well as offering advice and guidance where needed.

We are looking for a highly skilled and motivated individual with regulatory experience, ideally across all areas of local authority licensing including the Licensing Act 2003, the Hackney Carriage and Private Hire regime, Gambling Act 2005, and Animal Welfare. You will be accustomed to carrying out a range of compliance and enforcement activity, managing a diverse and challenging workload.

With excellent communication and interpersonal skills, you must be able to interpret and convey complex information, both orally and in writing, to educate and secure compliance across the licensing regime. You will have a proven track record of partnership working, experience of working as part of a small team, and excellent organisational and analytical skills. You will be able to problem-solve, adapt to competing priorities, and remain calm under pressure.

Additional information

Full current UK driving licence and access to a vehicle insured for work purposes is essential for this position.

Attendance at some evening meetings and regular out of hours work will be required for which time off in lieu will be given or pre-arranged overtime can be agreed with your line manager.

Due to a potential conflict of interest, those persons who are currently operating as a licensed individual or who are related to the same are not permitted to apply.

Satisfactory clearance of an Enhanced Disclosure and Barring Service (DBS) check will be a condition of employment.

The post holder must also be able to clear airport security measures and act as a counter signatory for the Disclosure and Barring Service.

We offer a generous employee benefits package, with a range of discounts, benefits and wellbeing incentives to suit everyone.

At Crawley Borough Council, you will have access to a structured programme of learning from day one, designed to help you succeed in your role and grow your career.
