About the Role

Are you passionate about protecting the public, supporting local businesses, and ensuring a vibrant, safe community? Ealing Council’s Licensing Enforcement & Compliance Team is seeking a motivated and skilled officer to join our dynamic service. You will play a key role in regulating a wide range of licensed activities, from hospitality venues to animal welfare, and contribute to innovative projects that make a real difference to residents and businesses.

What You’ll Do

Carry out proactive and reactive inspections of licensed premises under the Licensing Act, Gambling Act, Fireworks Act, Animal Welfare Act, Scrap Metal Dealers Act, London Local Authorities Act, and other schemes.

Provide comprehensive advice and guidance to businesses and applicants on compliance with licensing regimes.
Investigate complaints, identify non-compliance, and take appropriate enforcement action, including preparing and presenting cases at licensing hearings and court proceedings.

Work closely with internal and external partners, including the Police, Trading Standards, and community groups, to deliver multi-agency projects and support the regulation of licensed premises.

Maintain accurate records, contribute to policy development, and support the continuous improvement of our service.

About You

  • Practical and theoretical knowledge of licensing enforcement, with the ability to interpret and apply relevant legislation.
  • Excellent communication, interpersonal, and organisational skills, with experience preparing reports and presenting at committees or hearings.
  • The ability to work flexibly, including outside normal hours, and to manage your own wellbeing and safety in challenging environments.
  • For higher grades, substantial experience in local government licensing, enforcement, and partnership working, with recognised licensing practitioner qualifications.

Essential Qualifications & Experience

  • For Grade 9: Ability to obtain or already have recognised licensing practitioner qualifications.
  • For Grade 10: Recognised licensing practitioner qualifications and substantial experience in local government licensing and enforcement.
  • For Grade 11: Significant experience of regulation and enforcement across all relevant licensing regimes, including complex investigations and partnership projects.
