LEARNING AND DEVELOPMENT OFFICER

Salary: Grade G - £39,152 to £42,839 per year, £20.29 to £22.20 per hour
Hours: 37 hours per week (part time working could be considered)
Type: Permanent
Team Location: Long Eaton Town Hall, Derby Road, Long Eaton, Derbyshire, NG10 1HU
This role supports hybrid working, with office attendance required 2–3 days each week.

We’re looking for a proactive and forward‑thinking Learning and Development Officer to help us deliver high‑quality training, support organisational development, and embed our values across the council.
About the Role
This is an exciting opportunity to join our friendly HR team and lead the delivery of innovative learning solutions across the council. You’ll design and deliver engaging training programmes, develop our online learning offer, and support initiatives that strengthen staff engagement, talent development and performance.

The Role
- Develop and implement a council wide learning and development plan
- Design and deliver staff training across leadership, behavioural and technical skills.
- Support apprenticeships, succession planning, work experience, graduate schemes, induction and the development of talent pathways.
- Lead staff engagement activities and promote a culture of continuous improvement
- Use data and skills analysis to identify learning needs and shape future programmes
- Act as the main contact for external training providers and represent the council at careers events
- Support the appraisal and performance development process
- You will also play an active role in supporting the wider HR function as required.
What We Are Looking For
- A relevant HR/Learning & Development qualification or equivalent experience
- Experience delivering learning and development in a complex organisation
- Strong understanding of digital learning solutions and online training platforms
- Ability to build effective relationships and influence at all levels
- Confident training delivery skills with experience designing engaging content
- Experience managing or monitoring training budgets
- Strong communication, analytical and problem-solving skills
