About the role

We are growing a team of exceptional individuals in our Policy and Strategy Directorate to help develop the dynamic, forward thinking that will address the City Region’s key opportunities and challenges. We work in partnership with our local authorities and stakeholders in the public, private and third sectors to develop strategy and policy that informs how we use devolved powers and funding to grow a thriving and inclusive economy.

We are looking for a highly motivated Lead Officer who is passionate about supporting the aims of LCRCA and has experience and knowledge relating to investment and devolution policy.

Building on your relevant knowledge and experience, the role includes working across the Policy Service area to provide thought leadership in the delivery of strategy and policy, help identify priorities and set the strategic direction for LCRCA and the wider City Region. You can influence and have impact with stakeholders, and use your ideas, strategic expertise, policy insights and experience to shape work across the organisation.

You will have strong knowledge, experience, and understanding of investment policy, economic strategy and the devolution agenda - how this has and continues to develop both nationally and locally - and with a strong appreciation of the role that City Region’s like ours will play in delivering future growth and prosperity. We want an exceptional individual with the ability to shape future policy thinking locally and nationally, and who can work proactively, building strong relationships with stakeholders and our constituent authorities to deliver better outcomes across the city region.

You will be able to deliver high quality, technical policy input, providing strategic expertise and guidance to our Leadership Team, working across the wider policy and investment teams, and with our partners to support delivery of a joined-up economic development offer. You will be politically aware with the ability to work at pace and have a track record of operating in a complex policy environment.

  1. 1- Record of achievement in a similar role, of operating in a complex environment, preferably in local and/or central government or relevant policy body/agency.
  2. 2- Demonstrable experience of developing strategic policy work relating to investment and devolution related ideally at national, sub national or local level.
  3. 3- An understanding of the Liverpool City Region devolution agreement.
