From April 2027, Guildford Borough Council and Waverley Borough Council will become part of the new West Surrey unitary council, following the government’s confirmed plans for local government reorganisation across Surrey. This change will see the current twelve councils replaced by two new authorities, East Surrey and West Surrey, with West Surrey taking responsibility for the areas currently served by Guildford, Waverley, Runnymede, Spelthorne, Surrey Heath and Woking.

We’re seeking a talented communications professional with excellent written and verbal skills and proven experience in internal communications.

As Internal Communications Officer, you’ll play a key role in shaping and delivering clear, engaging internal communications that keep employees informed, connected and aligned with organisational priorities across Guildford and Waverley Borough Councils. You’ll work closely with senior leaders and colleagues across HR, Transformation, Strategy and Communications to plan and deliver impactful communications activity.

You’ll be a part of the development and delivery of internal communications plans, with a particular focus on organisational change, employee engagement and Local Government Reorganisation. Operating in a fast-paced environment, you’ll confidently manage multiple projects while working collaboratively to make a meaningful contribution to organisational culture.

This is an exciting opportunity to help shape how change is communicated during a significant period of transformation. You’ll bring experience in planning and delivering internal communications campaigns, managing intranet and newsletter channels, producing engaging written and visual content, and providing clear, confident advice to senior leaders.

In return, the role offers excellent scope to further develop your expertise in change communications, leadership engagement and multi-channel content delivery, supported by a collaborative and experienced team.

Agile Working: Hybrid – a mix of office‑based and remote working, with attendance at offices in Godalming and Guildford as required.

Hours per week and working pattern: This post is a full time role. However, all applications will be considered.

This is a fixed term contract - April 2026 to March 2027
