What’s the role?

Lewisham Council is seeking an experienced IT Business Analyst to lead the digital elements of the Brockley Housing PFI transition back into the Council. This is a complex, high‑profile programme involving the transfer of systems, data, contracts, processes and support arrangements from Brockley Regenter and its subcontractors into Council ownership. Working to the Housing PFI Board and Programme Manager, the BA will be instrumental in ensuring the transition is delivered safely, efficiently and in full compliance with legal, technical and governance standards.

This is a unique opportunity to shape and coordinate a significant IT transformation programme with borough‑wide impact. The BA will lead requirements analysis, data and system migration readiness, documentation and policy audits, DPIAs, business continuity planning, contract and asset review, and the definition of the future support model. Acting as a central point of coordination across Housing, IT, legal, HR, external partners and suppliers, the BA will ensure clarity, drive progress, manage risk, and secure a smooth transition that protects service continuity and enables the Council to realise the full benefits of bringing these services back in‑house.

This is a temporary, fixed term role lasting 18 months.

What we’re looking for

  • Understanding of the issues facing the management of a public sector organisation
  • Good working knowledge of the principles of business analysis and design
  • Excellent knowledge of the change lifecycle and a robust understanding of business change.
  • Knowledge of agile and waterfall project management methodologies
  • Knowledge of business process testing, to support the design, execution, and assessment of business process tests and usability evaluations within a project.
  • Ability to lead the analysis, design, prioritisation, and implementation of process and business changes.
  • Ability to interpret service quality and continuous improvement.
  • Ability and confidence to liaise and work closely with stakeholders, at all levels, and external suppliers.
  • Ability to apply structured approaches to identify, investigate, and communicate complex business problems and opportunities.
  • Ability to select and use the most appropriate tools and techniques to support the planning, analysis, development, testing, implementation, and improvement of systems and services within a project.
  • Solid Business Analyst experience within a Local Authority / Public Sector environment.
  • Experience of systems analysis to identify and analyse IT system capabilities and develop models and system requirements for bespoke IT systems or software packages.
  • Experience of business modelling, understanding potential changes and how business processes, systems, and data interact.
  • Experience of co-ordinating others to successfully deliver to specified outcomes.

Location

The job is primarily based in Laurence House, Catford, but we operate a hybrid approach where you will be required to work both in the office and from home on a regular basis.

Special conditions

  • BCS Certificate in Business Analysis (desirable)

Salary

£57,495 to £59,574 per annum (PO6)

N.B: All appointments will be offered at the minimum spinal column point (SCP) for the grade of the role. The only exception to this will be when matching current salary (up to the maximum of the scale), which is subject to evidential proof.
