About the Role

This role is part of the Investment Team, which designs and delivers investments that enables fair, sustainable economic opportunities across the region. We take a strategic, ecosystem-based approach, and work collaboratively with others and are guided by clear investment principles. We triage opportunities, shape interventions, and align our work with the region’s Investment Strategy. Our focus goes beyond economic growth - we aim to create opportunities that are fair, lasting, and lead to better outcomes for residents and communities.

We are looking for a highly motivated Investment Associate to join LCRCA’s Investment and Delivery Directorate. We’re seeking candidates with project development experience to deliver against current and future pipeline. The types of projects you are likely to work on include:

- Business growth that drives productivity and innovation
- Socially trading organisations and enterprises that deliver inclusive and sustainable outcomes
- Projects that tackle inequality - from employment, health, public service innovation and community infrastructure

You’ll be working with the wider team and project sponsors to leverage provide sector funding to bring more investment into the region. Additionally, you’ll need to be able to engage in a holistic approach to project development, using capital and revenue creatively to maximise impact.

This role is for people who are passionate about shaping impactful projects that drive inclusive growth, innovation, and skills development across the Liverpool City Region. We’re looking for a self-starting, highly motivated Investment Analyst to join our Investment & Delivery Directorate. Please Note: This is not a finance or accountancy role it’s about using data and insight to support the appraisal and development of major projects that deliver real-world outcomes.

A key focus for this role is to lead the development and appraisal of complex, high-impact projects working closely with public and private sector stakeholders to identify opportunities, structure proposals, and ensure alignment with strategic frameworks, including the HM Treasury Green Book methodology. You’ll use market and sector analysis, alongside large datasets, to assess proposals and provide evidence-based recommendations that support robust investment decisions. We’re seeking candidates with substantial business support, innovation and people and skills project experience to deliver against current and future pipeline.

About the person

The right candidate for this role will be able to demonstrate experience and skills in the following:

  • • Substantial relevant experience in developing or delivering projects focused on improving business productivity, developing inclusive economies, or helping to tackling inequality - ideally with a focus on creating positive outcomes for people and places.
  • • Strong experience working with a diverse range of stakeholders within programmes or organisations focused on improving business productivity, developing inclusive economies, or helping to tackling inequality.
  • • Analyse complex data and market intelligence to inform project design and appraisal.
  • • Communicate clearly and confidently with internal and external partners, including presenting findings and recommendations.
  • • Demonstrate a strong understanding of project appraisal principles, including the Green Book, or a willingness to develop this expertise.
  • • Self-starting, conscientious, and detail oriented.
